Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions. |

Job Summary: |
This position serves as the GIS program manager GIS Program Manager (GIS-PM) for Army National Guard (AZARNG) Environmental Management Office (EMO). The GIS-PM serves under or as the appointed Installation Geospatial Information & Services (IGI&S) manager for AZARNG per Army Regulations. This position is responsible for creating GIS Maps, managing spatial data, and training others in GIS applications. The GIS-PM conducts field work to collect GIS data and reviews GIS data collected from others. This position may supervise contractor staff. The GIS-PM also reports on and facilitates AZARNG directorates/proponents to ensure execution AZARNG, agency, and Army GIS policies, standards, and guidance. The GIS-PM will coordinate with internal and external stakeholders to establish new and ensure existing protocols are followed for handling their respective geospatial information. The position is also responsible for facilitating appropriate protection of installation geospatial information in accordance with agency policies. The incumbent will regularly review the protocols established to ensure compliance with the IGI&S data security and classification guidance. This position also facilitates basic IT and acts as a liaison between the EMO and state & Federal IT departments. This position requires frequent instate and occasional out of state travel.
Job Duties: |
Responsibilities include:
• Manages Compliance: Audits Internal GIS systems and datasets to report on and ensure overall compliance to Federal and Army GIS standards and regulations. Also provides training and assistance to EMO and agency Proponents to facilitate overall compliance with these GIS regulations. Facilitates Data Stewardship Requirements per Army regulations (see below functions under Data Stewardship Program and Responsibilities).
• Geospatial Data Management: Develop, maintain, report on all applicable Army Spatial Data Standards. In coordination with agency Fed IT. Ensure installation geospatial IT investments are updated quarterly.
• Quality Assurance: Ensure all geospatial data layers are comprehensive, spatially accurate, and compliant with Quality Assurance Protocols. Ensure that he Army Spatial Data Standards for Facilities, Infrastructure, and Environment are adhered to and data meets these standards. Document GIS procedures and develop standard operating procedures.
• Reporting & National Guard Bureau (NGB) Datacalls: Deliver all installation geospatial data and associated metadata to the Army geospatial data repository in compliance with applicable IGI&S program lead guidance. Report program measures on a quarterly basis. Report imagery acquisition requirements to NGB.
• Access & Application Development/Maintenance: Develop (or oversee a contractor that develops), integrate, and/or maintain Army compliant systems and applications to facilitate compliance with regulations. Ensure these applications allow for access and sharing respective agency geospatial data in accordance with published guidance and applicable State and Federal laws.
• Customer Service: Coordinate with third-party vendors and NGB for all GIS-related software, hardware, licenses, and associated requirements; Train staff at their locations on GIS tools/application, compliance, data management standards, attribution standards and GIS data security, and restriction measures.
• Policies and Standards: Recommend policy and standards to the agency through their appropriate GIS program lead and EAC committee.
• Data Stewardship Program Development For Environmental Act as the Data Steward Lead, for other proponents, identify GIS Data Stewards and facilitate external data responsibilities.
• Documentation: Document Army geospatial data layers by working with respective functional subject matter experts, and those that have institutional knowledge of ground conditions, to verify the applicability of the Army protocols for their GIS needs.

• Considerable working knowledge of GIS systems, spatial data and database management systems and development platforms
• GIS principles, techniques, applications, software and industry standards.
• Laws, codes, national standards, and regulations related to the development and implementation of a GIS

• Working Knowledge of Microsoft AZURE and ESRI Products

Selective Preference(s): |
Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate should have 5 or more years of GIS & analysis experience, Masters in GIS, Environmental Science, Computer Science, Geography, or a related field may substitute for 2 years of experience. ESRI certs & Advanced GIS software training. Worked for DoD Component for 3+ years in GIS or IT related. Has familiarity state of Arizona IT/Network infrastructure. Has experience in IT & has knowledge of hardware, Software, MS365, Azure.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• Bachelor’s degree in GIS, Environmental Science, Computer Science, Geography, or a related field. 2 – 4 years of GIS and analysis experience (or equivalent experience) Intermediate GIS software training.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
• Ability to obtain, within the first 3-years, a DoD Directive 8570.01 Cert Level I.
• Ability to within first year, pass required training and certifications for a Level 6 in NGB STEP funding portal.
