The Department of Economic Security, Division of Aging and Adult Services, is seeking a dedicated and experienced leader to assist with the planning, implementation, and oversight of programs and services funded under the Older Americans Act. The OAA Supervisor plays a key leadership role in ensuring older adults in Arizona receive high-quality services that support their independence, health, and well-being.

In this role, you will supervise and support staff involved in the delivery and coordination of OAA programs (e.g., case management, nutrition services, caregiver support, legal assistance); interface with Arizona’s eight Area Agencies on Aging (AAAs) to ensure effective service delivery and monitor for compliance with federal and state regulations; analyze data and prepare reports related to program outcomes, performance metrics, and budget utilization; facilitate training, technical assistance, and continuous improvement efforts for staff and providers.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meetings of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Oversee and provide orientation to program staff to ensure accountability for quality of service to customers.
  • Coordinate and evaluate program services. Provide supervision to subordinate staff, sets work priorities, and prepare staff evaluations.
  • Gather, review and maintain data and other information necessary for programmatic assessment, analysis, and reporting. Prepare reports in accordance with governing requirements.
  • Analyze and assess services, policies and systems, and recommend and implement best practices. Interpret federal and state regulations governing programs and develop necessary policies to ensure compliance. Monitor the efficiency, effectiveness, and productivity of the unit.
  • Monitor budgets on an ongoing basis with appropriate Division staff. Prepare and review reports on service delivery and budget expenditure, allocate and reallocate funds as necessary. Ensure compliance with grant policies and regulations.
  • Provide ongoing technical assistance and guidance to contractors.
  • Coordinate as appropriate with the Public Information Office to analyze and respond to the inquiries and requests from the public, community, and media. Conduct presentations to both internal and external stakeholders in a positive and professional manner.

Knowledge of:

  • DES, Division of Aging and Adult Services policies, procedures, and programs
  • Principles, practices, and professional standards in the field of aging
  • Community organizations, social service resources, setting goals, planning, and staff development.
  • Applicable federal and state statutes, administrative rules and regulations ● Principles and practices of budget development, policy and
  • procedures, strategic planning, and personnel management

Skills in:

  • Effective management of programs and staff
  • Research, programmatic/fiscal data analysis and evaluation, and preparing ad hoc reports
  • Interpreting program policies and procedures
  • Establishing structure and systems through which activities are arranged, defined, and coordinated in terms of some specific objective
  • Developing and writing contractual requirements for programs

Ability to:

  • Develop program goals, set priorities, and manage a widely varied workload
  • Analyze, interpret and present policy concepts
  • Analyze statistical/fiscal data and technical concepts
  • Develop, test, and implement changes essential for continuous improvement
  • Identify and effectively address critical issues in a timely fashion and follow projects through completion
Selective Preference(s):

The ideal candidate for this position will have:

  • Bachelor of Arts or a Bachelor of Science in an undergraduate or graduate program such as public administration, social work, gerontology, business administration, economics, industrial engineering or closely related field AND one year of professional experience in social service programs, human service fields, government finance, and/or other public policy development.

An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
