Job Summary: |
This position provides leadership, management, supervision, and technical support to District personnel. It serves as a liaison to local, state, and federal agencies; and addresses public concerns, complaints, and operational issues. The role supports the District Administrator (DA) in delivering the 5-year Construction program, preparing reports and correspondence, managing complex highway projects, and overseeing highway maintenance operations.
Responsibilities include evaluating traffic data, making contract decisions, assisting with strategic planning, and ensuring compliance with all applicable standards, policies, and codes. The position also coordinates emergency response activities such as storm preparation and road closures to ensure public safety and system reliability.

Job Duties: |
Provides leadership, coaching, guidance and ensures compliance of the District personnel. Develop budgets, authorizes expenditures, and signs financial documentation for the district.
Serves as an agency liaison for the District and ADOT; representing the agency in meetings with local governments, private and corporate stakeholders, internal and external committees; responding to written and verbal inquiries including preparation of sensitive correspondence working with ADOT management and elected officials regarding operations, construction and development issues.
Provides technical support to the District Administrator, Construction Resident Engineers, Development Staff, Regional Traffic Engineer, Permits Staff, and Operations staff for problem resolution in the areas of District operations, maintenance, and administration.
Analyze and prepare reports that affect the entire ADOT operational organization.
Work with Construction, operations, and other district groups and personnel to analyze and facilitate the accomplishment of the 5 year plan including input on recommended projects and improvement. Furthermore, make recommendations for additions and changes to the District Minor and pavement preservation 3 year program.
Resolve problems with difficult encroachment permits on the ADOT roadway system at the development and construction levels.
Assume duties of DA, with all the authority and responsibility, in the absence of the DA as delegated.

Pre-Employment Requirements: |
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Bachelors of Science in Civil Engineering or closely related field.
Registration as a Professional Engineer (Civil) in the State of Arizona, or eligible and able to gain reciprocity within 6 months of hire date.
Valid Arizona Drivers License
