Job Summary: |
Under the general direction through subordinate supervisors, the incumbent is responsible for Technology Statewide, Grant Funding, Infrastructure, Weigh in Motion (WIMS), Commercial Vehicle Preclearance Technology Systems, construction of new facilities and all modernizations of current facilities and all Permitting Technology; responsible for monitoring organization performance and allocating resources to achieve efficient and effective program performance and delivery of program services, establishing goals and objectives to include effecting changes designed to generate revenue, create greater efficiency, reduce costs and implement the use of new technology; assisting executive management in developing and implementing new and more effective curriculum and instruction necessary to prepare for new and existing officers for their new roles; effecting newly defined and integrated knowledge and expertise; promoting, communicating and facilitating innovative change; improving communication and increasing the effectiveness of decision-making processes. This position will bear increased responsibility for the full scope of operational infrastructure needs related to inspection and revenue collection necessary to process commercial vehicles and their cargo.
This position will be required to drive a state-owned (or may utilize a personally-owned) vehicle while in the conduct of state business; travel will be required and will include some overnight stays. This position will be required to undergo a background.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties: |
Responsible for program administration, including establishing goals and objectives and monitoring organization performance and allocating resources to achieve efficient and effective program performance; manages project activities and coordinates with project leaders and staff; sets project priorities and standards for achieving goals while ensuring efforts stay within scope and time constraints; oversees associated implementation.
Through subordinate command personnel, direct enforcement and civilian staff in performing work activities that include size and weight enforcement; compliance with local, state and federal regulations and safety standards to include CVSA, compliance with regulations pertaining to hazardous materials transportation; the issuance of permits and the collection of fees generated by the agency permitting system.
Monitor reporting processes to ensure the continuity of effective communication and assess operational efficiency; facilitate the best use of available resources; analyze operational and administrative challenges; analyze and evaluate current trends; anticipate and plan for operational impact and implement course of action.
Strategic planning activities will include designing, promoting, communicating and facilitating innovative change; developing and implementing new curriculum and instruction; implementing the use of new technology; and effecting changes necessary to redefine knowledge requirements and integrate increased expertise.
Coordinate and oversee organizational, administrative, performance measures and facilities-related activities. Assists executive management with budget planning processes, proposed legislation, manpower deployment studies, and long range planning activities. Prepare comprehensive reports, staff studies and other written communication.
Coordinates the formulation of plans, programs, procedures, policies and informational material; investigative efforts with internal and external agency personnel; oversee complaint resolution processes; interprets, clarifies and explains agency and program policy and procedures, business practices and federal, state and local laws.
Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
* Principles and methods of compliance, enforcement and government program administration.
* Highway safety motor carrier issues, state and federal motor carrier laws and regulations.
* Local, state, and federal regulations regarding hazardous materials.
Skills in:
* High level of technical expertise necessary to make decisions regarding the direction program or policy will take.
* High level of analytical skill necessary to evaluate data and skill sufficient to understand, retain, and interpret technical information, legal provisions, regulations, precedents, and general principles and concepts.
* Utilizing the full range of fact finding and problem-solving techniques, including interviewing, discussion, conciliation, analysis, interpretation, and persuasion; in effective verbal and written communication.
* Assessing and analyzing and adapting to changing conditions.
* Communicating effectively, build relationships, establish rapport, influence and lead people; and skills in the principles of leadership.
Ability to:
* Consult with division director and other senior management to discuss detailed and/or technical solutions and to effectively plan and direct a complex program.
* Implement a comprehensive, area-wide program development and technical assistance activities.
* Make determinations by interpreting and/or incorporating laws, rules, and/or regulations that affect a large segment of the public, program and/or work unit.
* Consult with the director on decisions having organizational and/or public impact.
* Apply analysis and judgment in both decision making and Performance Measure processes.
* Maintain cooperative relationships among division members and other divisions in matters relating to the core mission.
* Independently develop program plans and provide consultation on issues that require solution or implementation or creation of a solution.
* Analyze needs, to identify key relationships that need to be initiated or improved to further division mission and goals; to work with partners to identify.
Selective Preference(s): |
Six years of supervisory and managerial experience.
Possess a Bachelor's degree in criminal justice, business management or related field from an accredited College or University. A copy of the diploma or official transcripts must be submitted with the application or the equivalent in education, training and experience, which would provide the necessary knowledge, skills, and abilities.
Pre-Employment Requirements: |
Must possess and maintain a valid Arizona Driver's License.
As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
