Job Summary: |
The Planning Modeling / Data Integrity Manager position will assist in advising the Senior Modeling Manager in developing and coordinating a statewide travel demand model and updates to socio-economic demographic, performance measurement and traffic data initiatives.
The role will need to forge strong working relationships with other government entities and stakeholders of the travel demand model. Responsibilities will include ensuring consistent, correct input data for the travel demand model and analysis.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties: |
Under the general direction of the Senior Modeling Manager is responsible for managing the functions that ensure consistent, complete, relevant and accurate input data for travel demand modeling and all division planning analysis.
Maintains and communicates multi-modal planning (MPD) division policy and standards regarding data definitions for consistent correct use across Division and ADOT. Coordinates within MPD and other ADOT divisions to ensure consistency of data definitions, modeling procedures, and applicable analysis assumptions.
Coordinates with and conducts liaison with external federal, state, regional, and local agencies so that ADOT modeling uses most applicable external data sources and data definitions for demographic, economic, land use and related input data for travel demand analysis. Liaison with COGs and MPOs to use common data sources and information.
Creates and presents technical topics to stakeholders of the travel demand model. Prepares technical, administrative and status reports. Advises and assists management on difficult, complex and technically demanding issues. Identify discrepancies/errors in the input datasets that can impact the travel demand model results and decision making.
Supports the development of documentation of ADOT data definitions, metadata, modeling procedures and applicable analysis assumptions. Monitors programs and overall schedules, establishes standards, policies and operations procedures for published technical criteria for data management and analysis.
Partners with staff for developing, implementing, and operating travel demand analysis tools and technical staff devoted to travel demand modeling, asset management, mobility performance measures and analysis, and traffic data collection and analysis.
Define best practices, guidelines, methodologies for the travel demand model. Continuous improvement of practices and procedures for the TDM. Data analysis and sharing.

Knowledge, Skills & Abilities (KSAs): |
Knowledge:
- Statistical analysis softwares (i.e. SAS and SPSS) and relational databases
- Economic modeling software (i.e. REMI)
- Caliper TransCAD software
- ESRI GIS software (i.e. Desktop and Pro)
- Transportation travel demand modeling and planning principles, practices and processes
- Geospatial data workflows, analysis, visualization and management
- Computers and computer programming (i.e. Python)
- Data management
- Principles and methods of research, analysis and report preparation
- Proficient in Google Workspace and Microsoft Office

Selective Preference(s): |
A Bachelor's degree in mathematics, statistics, civil engineering (with emphasis in traffic), economics, transportation planning, GIS or closely related field and five (5) years of professional experience analyzing and interpreting traffic data using transportation modeling tools and software.
A Master's degree is preferable.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
