Job Summary:

Serves as a technician, under the general supervision of a resident engineer or project supervisor, monitoring and evaluating contract compliance in regards to ADOT Standard specifications, standard drawings and project specific special provisions and plans, as well as Federal Highway Administration, Arizona Department of Environmental Quality and US.Department of Labor regulations and laws.

Serves as a primary contact for contractors, consultants and ADOT employees on minor construction projects or segments of major construction projects.

Performs a variety of highly technical activities related to inspection on highway construction projects, hot mix plants and concrete plants. Inspects and documents contract items such as structures and concrete or asphalt pavement; performs technical material sampling and testing.

Job Duties:

Examines engineering project records, field notes, computations and other documentation to assure that methods of measurement and basis for payment are in accordance with projected trends, specifications, special provisions and extra work orders. Assist Resident Engineer in monitoring construction budgets.

Calculates material quantities and other quantitative measurements using high level mathematical computations. Review and/or prepare contract documents related to line item force accounts, supplemental agreements and financial documentation for completed projects. Review, verify and
provide calculations, test results and documentation as related to office manager process and work assignments. Prepare administrative construction.

Facilitates project reviews for design clarity, accuracy, and constructability; reviews specifications and special provisions; prepares detailed cost estimates, reviews construction schedule, and determines whether all supporting information has been obtained. Proficient at alternative project delivery methods. Confer with ADOT employees, consultants, and contractors to answer questions and resolve issues at the lowest level possible.

Knowledge, Skills & Abilities (KSAs):

Knowledge Of:
*Methods, procedures, and techniques used in highway construction project Inspection documentation, materials testing and survey.
*Federal and state statutes and agency standards, policies, and procedures applicable to the area(s) of assignment.
*Documentation methods, procedures, and techniques.
*Materials and equipment used for highway construction purposes.

Skill In:
*Operate and maintain equipment for highway construction inspection, documentation, materials and testing survey.
*Analyze and evaluate technical engineering data, including construction plans, material quality control test results, and field survey documentation.
*Interpret and implement standards, policies, procedures, and regulations applicable to the area of assignment.
*Interpersonal relations, as applied to contacts with contractors, consultants, and other government employees.
*Verbal and written communications in fluent English.

Ability To:
*Safely drive a full-size pickup truck on- and off-road.
*Work outdoors for extended time, exposed to extreme heat, cold, dust and noise, near high-speed traffic.
*Safely complete all work.
*Complete assignments to acceptable standards of accuracy and timeliness

Selective Preference(s):

High School diploma or GED. Two years experience in inspecting minor highway construction projects or hot mix and concrete plants or performing administrative or advanced engineering and construction records maintenance or related duties; or

90 semester hours applicable toward a Bachelor's degree in Engineering Technology; or

Closely related profession may be substituted for the required experience. ATTI and ACI Certification are preferred.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
