Job Summary:

Under general direction, has direct responsibility for the design, development, implementation and evaluation of statewide inspection programs for public facing industries that fall under ADOT for regulatory oversight; the authority to conduct compliance inspections statewide for various companies and their examiners; conduct research, prepare statistical reports, handle information requests and correspondence; review/examine permits/licenses/contracts of private and other governmental organizations; read/interpret state laws, Arizona Administrative Code and code of federal regulations; recommend civil penalties based upon inspection findings; examine financial records, inventories and equipment; evaluate the training standards being taught by contracted entities to determine compliance with curriculum training standards and contract/agreement requirements; explain agency policies, procedures and practices regarding any deficiencies; provide a detailed compliance inspection report covering all aspects and make a timely recommendation; collaborates with other departments within ADOT; attend Administrative hearings to provide compliance inspection information. Required to drive a state vehicle for travel.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

Facilitate meetings with owners or representatives statewide; conduct compliance inspections verifying compliance with required guidelines and code of federal regulations, state and local laws; ensure the department's minimum training standards are being taught; issue appropriate reports for non-compliance and complete appropriate reporting process; provide recommendations to develop methods for improving their program operation

Perform background research for evaluating the inspection assignment, including documentation for activity completed, prior audit and inspection reports, & contract & compliance requirements. Generate reports and data to ensure the overall efficiencies of the organizations are met. Analyze inspection procedures and provide recommendation for improvement as needed

Maintain and track inspections, generate reports and data to ensure the overall efficiencies of all organizations are met. Provide final report and recommendation for upper management's review.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• ARS Title 28 & 32, Arizona Administrative Code
• Code of Federal Regulations
• MVD policies and procedures; programs and resources; including principles and practices of conducting compliance inspections; various software products utilized for the compliance inspection process

Skills in:
• Effective oral and written communication skills
• Analytical, problem resolution and researching
• Computer skills with the Microsoft Suite and internal program databases
• Producing correspondence/reports and respond to customer concerns/disputes, etc.

Ability to:
• Accurately apply statutes, rules, code of federal regulations and policies and procedures, multi-tasking, use various software programs
• Communicate and provide effective guidance and expertise, verbally and in written form
• Develop positive productive working relationships

Selective Preference(s):

The ideal candidate for this position will have: Two years’ experience in an office environment which includes preparing and providing oral and written responses to related questions from the general public, evaluating documents for completeness, high volume of email/phone calls and preparing reports.

Pre-Employment Requirements:

Must have and maintain a valid Arizona driver's license. 

As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.)
