Job Summary:

Coordinates, prioritizes and reviews the work of Right of Way (R/W) Plans consultants, in-house Right of Way plans staff and other project team members.

Develops Right of Way plans and exhibits, ensuring the development, modification and maintenance of Right of Way Surveys, Plans and Exhibits for State and Federal highway.

Ensures projects are completed on time, accurately and according to Federal, State statutes, regulations, policies, procedures, ADOT Right of Way standards and Arizona State Board of Technical Registration guidelines.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. The first six (6) months of employment must be in the office.

Job Duties:

Monitors and coordinates R/W Plans on-call consultants, in-house staff and other project team members to ensure the timely, accurate and complete development of R/W Survey and plan documents and specialized exhibits. Ensures that all technical reviews (survey, plans, exhibits, staking plans, R/W monumentation) are completed accurately and in compliance with all Federal and State statutes, regulations, policies and procedures and ADOT R/W standards. Performs complex coordinate geometry calculations and develops R/W plans and exhibits, as well as analytical and technical review of both in-house staff and outside consultant prepared products and services. Prioritizes and completes work relating to surveys, plans, exhibits title data, legal descriptions, scopes of work, disposals.

Performs computer applications, including database applications; to organize, update, maintain and track tasks and projects and to submit requests for required data and information. Conducts research, analyzes, and prepares reports and scopes of work for taks by both in-house staff and outside consultants as needed. Assists Department staff, consultants, local jurisdictions, engineering consultants, land surveyors, appraisers, attorneys, and the general public with the resolution of complex technical issues and problems relating to R/W products and services.

Support R/W policies, procedures, and standards in project meetings regarding freeway and highway construction to ensure the proper and timely completion of required R/W products and services, not limited to surveys, plans, specialized exhibits, design, construction, environmental, legal descriptions, appraisals, acquisition, relocation, R/W disposals, Excess Land sales, demolition and condemnation. Statewide travel and overnight lodging as needed to support all primary responsibility. May drive a state vehicle in the course and scope of state business.

Selective Preference(s):

Extensive coursework in surveying, civil engineering, or a closely related field, and two years experience equivalent to a Transportation Engineering Associate OR three years experience at a Senior Transportation Engineering Technical level OR registration as a registered land surveyor in the State of Arizona.

Completion of two years of college, or technical school and three years of progressively responsible technical survey or Right of Way experience including at least two years of work similar or closely related to that done by a survey technician or experience in a technical R/W.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
