The DES, Division of Child Support Services (DCSS) is seeking an experienced and highly motivated individual to join our team as a Policy Unit Supervisor with the Policy Unit. This position is responsible for assisting in the implementation of strategic direction as defined by DCSS leadership, as well as state and federal regulations governing the Arizona child support program.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

- Manage the DCSS Policy Unit to monitor efficiency and effectiveness of workflow, ensure goals are met, and evaluate performance of the Policy Unit.
- Interpret Federal and State laws and rules/regulations to support the development and implementation of agency policies and procedures/standard work governing the Arizona child support program to ensure compliance.
- Plan, implement, and monitor short and long-term projects and goals within the Policy Unit.
- Develop standard work for internal Policy processes and ensure division-created standard work is aligned with federal, state, and program requirements.
- Oversee the development and dissemination of information and guidance using various methods of communicating to the DCSS user community and external customers.
- Maintain the state plan, official records, and documents.
- Position requires access to systems with Federal Tax Information.
- Identify and pursue opportunities for maintaining and/or expanding the Division's funding through grants and other funding sources.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
- Supervision, leadership, and personnel management theories.
- Federal/state laws and regulations applicable to the child support program.
- Interpersonal, oral, and written communication.
- Project planning, implementation, and monitoring practices.

Skills in:
- Developing and reviewing policy and procedures/standard work.
- Motivating, delegating, directing, training, and evaluating performance of staff; oral and written communication skills
- Working collaboratively with both internal and external stakeholders on multiple projects.
- Organizing and managing long- and short-term projects, including clearly defining and communicating objectives and deadlines; and identifying and analyzing relevant legal and factual issues.

Ability to:
- Provide leadership to the Policy Unit to motivate and direct professional staff and monitor assignment activities and projects to ensure timely completion.
- Understand complex changes to federal and state authorities and effectively communicate changes to child support staff.
- Work collaboratively and professionally with all levels of Child Support staff and other stakeholders and take direction from multiple sources to interpret and organize large volumes of information and data.
- Review and analyze federal and state statutes and rules.

Selective Preference(s):

The ideal candidate for this position will have:
- Minimum of one (1) year experience in the federal child support program.
- Minimum of one (1) year experience in developing policy and procedures/standard work.
- Minimum of one (1) year supervisory experience.

- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
- Arizona Level One Fingerprint Clearance Card.
- If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
