Job Summary: |
This position is responsible for the coordination of Annual Reporting functions within the Active Management Areas (AMA) Section and with other sections within the division; entering, reviewing, and verifying data from the Annual Water Withdrawal and Use Reports; and developing an accurate understanding of applicable laws, rules, statutes, policies, and procedures in use by the Department.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. A minimum of two days on-site at the ADWR office per week is required.

Job Duties: |
Responsibilities may include but are not limited to:
- Conducts data entry, verification, and analysis of Annual Water Withdrawal & Use Reports, ensuring accuracy and consistency in reported water use data. Compiles numeric and non-numeric data from the AMA Conservation Programs. Leads scanning and uploading reports online, manifesting, processing payments, and any internal database and form updates.
- Coordinates Annual Report generation and mailing and annual report intake and processing; prepares notices for mailing, such as reminders, failure to files, and citations; sorts mail during peak season; and maintains the online annual reporting tool.
- Coordinates annual reporting processes with the Recharge, AAWS, Statewide Planning, and Wells sections; the Legal Division; ITD; and Facilities to ensure accurate and efficient processing of annual reporting data.
- Creates and maintains Annual Report Program guidance documents and resources. This includes data dashboards, data compilation, and data analysis and visualization via Power BI. Performs data management tasks and responds to agency inquiries related to public records requests.
- Leads compliance monitoring efforts related to the Annual Reporting Program, including processing relevant reports and payments efficiently, sending out notices of violations, and maintaining up to date knowledge of program and statutory guidelines.
- Reviews the Annual Reporting Program’s core functions and operating procedures, identifying areas for improvement and recommending and implementing solutions to enhance efficiency and effectiveness.
- Provides technical assistance to the regulated community regarding Annual Reporting Program requirements and communicates program updates and regulatory changes to stakeholders and members of the public.
Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
- Water supplies and their respective regulatory frameworks in Arizona, including groundwater, surface water, Colorado River water, and effluent
- Groundwater Code, especially pertaining to groundwater rights and permits and annual reporting requirements
- Active Management Areas (AMAs), including statutory reporting and conservation programs as described in the Chapters 4, 5, and 6 of the Management Plans
- Annual reporting requirements for Assured and Adequate Water Supply (AWS Designations)
- Community Water Systems (CWS) reporting requirements, including annual water use reporting and system water plan submissions
- Recharge and recovery program reporting, including permitting, accounting, and compliance with underground storage and recovery statutes
- Current concepts and practices in water resource management and conservation
- Statewide water resource management issues
- Information sources and research methods and techniques utilized in water resources management
Skill in:
- Data entry, quality assurance, and quality control
- Using Excel, Access, ArcGIS Pro, PowerBI, Oracle databases, and other software to compile, organize, analyze, and interpret water resource management data
- Project management and coordination
- Prioritization of multiple short and long-term tasks/projects
- Research and preparation of briefs, reports, and presentations
- Excellent interpersonal, verbal, and written communication skills

- Manage multiple projects simultaneously
- Establish and maintain effective working relationships with stakeholders, including agency staff, governmental officials, the regulated community, and the public
- Communicate technical and regulatory information clearly and effectively to diverse audiences in group settings

Selective Preference(s): |
Preference for water resources experience, natural resources management experience, data analysis experience, and/or project management experience.
Legal and regulatory experience a plus. Experience in a related field may be considered in lieu of specific water resource management experience.
Pre-Employment Requirements: |
Seven (7) years of professional level water resource management experience OR Bachelor’s degree and five (5) years OR Master’s degree and three (3) years OR PhD and one (1) year.

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.00%.
