The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Finance Administrator. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
● Develops and recommends Department financial policies and associated fiscal strategies to the DDD CFO, as appropriate. Administers fiscal policies and procedures and coordinates Division-wide implementation with all Division leadership and Department's leadership in accordance with the Department's mission, vision, and values. Assures financial activities comply with legal requirements.
● Directs the preparation of financial projections and fiscal analysis in response to state and federal policy, and regulation changes. The financial projections include fiscal data and non-financial data regarding the Division's mission to serve individuals with developmental disabilities to identify trends and potential issues with budget.
● Develops and implements the Department's financial procedures. Provides timely and accurate financial information and ensures integrity of financial data by instituting proper internal controls. Reviews, evaluates, and recommends improvements to the Department's financial internal control systems and procedures and ensures audit compliance.
● Directs and supervises work activities and projects of assigned staff. Monitors highly-technical work flow of all groups supervised by financial analysts, inclusive of cost allocation, daily funding, budget establishment and maintenance, and special projects. Reviews and evaluates work products, methods, and procedures.

● Managing, monitoring, and evaluating staff; providing leadership.
● Developing and implementing strategic plans; developing and managing budgets.
● Managing financial operations; developing, executing and implementing policies and procedures.

● Establish and implement effective administrative programs and procedures.
● Direct, monitor, and evaluate employees; communicate complex ideas and proposals effectively to include preparation of reports, agendas, and policies.
● Provide leadership through managing the work of subordinates effectively during stressful situations.
| Selective Preference(s): |
The ideal candidate for this position will have:
● A Bachelor's Degree in Accounting, Finance, Economics, Management, Business Administration, Public Administration, or related field is required. A Master's Degree in these fields and/or professional certification, such as Certified Public Accountant, is preferred. Practical work experience managing the budget of a large multi-divisional organization with multiple and complex funding sources.
| Pre-Employment Requirements: |
● Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
● Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
