The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking an experienced business developer to assume the Business Development Administrator position. This position drives strategic growth for Arizona Correctional Industries (ACI) by overseeing statewide sales and customer service functions. Develops new markets, expands customer relationships, and aligns ACI’s commercial efforts with its rehabilitative mission. Leads a team of sales and service staff to ensure high performance, strong customer satisfaction, and sustainable revenue growth. Also works closely with workforce development and correctional education teams to support inmate training and post-release career opportunities.

Job Duties:

Business Growth & Market Expansion:
- Develops and implements strategic plans to expand ACI’s footprint across state, nonprofit, and private sectors
- Leads initiatives to identify new market opportunities and increase revenue while promoting social impact
- Coordinates closely with marketing and production to ensure business alignment

Sales & Customer Service Oversight:
- Supervises and supports staff in sales and customer service
- Establishes and monitors performance standards, ensures responsive client engagement, and oversees order processing and complaint resolution
- Drives continuous improvement efforts to elevate customer experience

Stakeholder Engagement & Relationship Management:
- Builds and manages relationships with enterprise clients, state agencies, nonprofit partners, and vendors
- Utilizes government procurement tools such as Set-Aside programs and contracts to streamline purchasing
- Promotes ACI’s mission-driven value proposition to partners and key stakeholders

Strategic Operations & Data-Driven Decision Making:
- Monitors business metrics such as revenue, customer retention, lead conversion, and production alignment
- Utilizes performance data to forecast trends, adjust strategies, and provides leadership with actionable reports
- Ensures compliance with procurement law and ACI internal procedures

Workforce Integration & Program Alignment:
- Partners with ADCRR’s Education, Programs, and Community Reentry (EPRC) divisions to integrate workforce development goals with business activities
- Supports credentialing and apprenticeship pathways for incarcerated workers and ensures employer engagement in reentry opportunities
- Drives on State business
- Performs other duties appropriate to the assignment

Selective Preference(s):

- At least three (3) years of education or experience in sales, customer service, or business development roles
- At least two (2) years in a supervisory or management capacity
- Strong understanding of public sector procurement or nonprofit/social enterprise sales models

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation and a drug test.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
