Job Summary:

We are seeking an experienced Occupational Safety Consultant to lead our agency’s efforts in loss prevention and risk management. This role is responsible for developing and implementing programs that reduce occupational injuries, illnesses, fatalities, and property or liability losses. The consultant will conduct safety inspections, investigate workplace hazards, and ensure compliance with OSHA, NESHAP, EPA, and other regulatory standards. Additional responsibilities include training staff, preparing reports and directives, and providing technical guidance across departments. The position also involves work in specialized areas such as asbestos, ergonomics, environmental air quality, and fire/life safety, with travel required to sites across the state.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Provides administrative and operational support including technical assistance n all areas of risk management including but not limited to: Ergonomics, Floor Plan review, Accident/Incident reports, OSHA/ADOSH Violations and complaints, and Environmental Air Quality assessment.
  • Conducts building inspections, identify safety and health deficiencies as indicated by regulatory agencies. Address OSHA, ADOSH complaints and write response and improvement plans for immediate compliance. Address location manager building safety concerns and mitigate.
  • Coordinates and updates agency's business continuity plan.
  • Ergonomic review of employee's workstations. Conducting assessments, recommending and writing plans for improvement. Researching best accommodations for equipment replacement or upgrades. Assisting DCS employees with guidance, evaluations and best courses of action for ergonomic improvement and comfort for the employees.
  • Risk Management Policy updates, develop, review and update current agency policies. Fire, Life Safety. Annual inspections-process, responsibilities, inspection schedule. Building evacuation-policy, evacuation process, annual fire safety evacuation. Emergency planning-emergency planning development, drill and rehearsals, site inspections and emergency procedures handbook.
  • Develops, implements and provides oversight of the ADES asbestos program. Review and approve construction/renovation projects; conduct asbestos training, conduct annual asbestos assessments, enforce the ADES standard for asbestos assessments, testing and mitigation. Act as the agency liaison for asbestos-related inquiries.
  • Trains, coaches, and monitors the work of staff. Delegates authority to subordinates and coordinates work. Prepares MAP Documentations, evaluates and disciplines employees and reviews and approves employee time sheets.
  • Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Regulatory requirements established by the Occupational Safety and Health Administration (OSHA)
  • Uniform building code
  • State and Federal agency rules and applicable laws
  • Loss control issues
  • Practical application of safety management and loss prevention
  • Analytical and interpretive processes, negotiation, conflict resolution
  • Safe handling of asbestos as described in OSHA, NESHAP, EPA, state and local authorities
  • Reading and developing floor plans in AutoCad
  • Applicable environmental laws, ordinances, codes, rules, regulations, policies and procedures

Skills in:

  • Analyzing and evaluating a wide variety of technical data to include test results, reports and construction plans

  • Interpersonal relations as applies to contacts with the agency, staff or representatives of other governmental agencies

Selective Preference(s):

Asbestos Contractor Supervisor Course Certification, Asbestos Building Inspector, Asbestos Management Planner, Lead Renovator Course Certification, Microbial Investigator/Consultant Certification (mold), OSHA Safety and Health 500 or 501 course, OSHA Safety Manager Qualification

Pre-Employment Requirements:

The position is required to do statewide travel. State regulations require a valid AZ Driver’s License. Employees are subject to driver license records checks and must maintain acceptable driving records. Employees may be required to use their own vehicle for transportation (mileage reimbursements apply) as well as maintain valid motor vehicle insurance and current vehicle registration. AZ administrative code R2-10-207-12 requires employed to complete various driver training courses upon hire.

The ability to secure and maintain clearance from the DCS Central Registry.
