Job Summary:

This position supports the Assured and Adequate Water Supply Section, focusing on reviewing and processing Certificates of Assured Water Supply (CAWS) and related applications. Working in a collaborative, team-oriented environment, the Water Resources Specialist 2 assists in evaluating hydrologic studies, demand analyses, and legal documentation to ensure compliance with Arizona water law and ADWR policies. This role is intended for an analyst developing professional expertise in Arizona’s regulatory water programs. The position involves performing technical, analytical, and administrative tasks under supervision, with opportunities for training and advancement within the program.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. A minimum of two days on-site at the ADWR office per week is required.

Job Duties:

This position is responsible for a variety of technical and regulatory tasks, including:

• Review and process assigned CAWS and related applications under the direction of senior analysts and supervisors.
• Analyze water demand data, hydrologic studies, and legal documentation for completeness and compliance.
• Prepare draft deficiency letters, memoranda, and correspondence to applicants.
• Maintain accurate electronic and physical files, track application progress, and update internal systems.
• Communicate with applicants, consultants, and water providers to clarify requirements and request missing materials.
• Support section projects, including annual report review and data cleanup efforts.
• Participate in team meetings, training, and process improvement initiatives.
• Additional tasks and activities will be assigned as needed.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Basic principles of hydrology, water use, and groundwater management.
• Arizona water laws and regulations, including the Assured and Adequate Water Supply Programs.
• Research and data analysis methods relevant to water resources.
• Procedures for processing water resource applications in a regulatory setting.

Skill in:
• Written and verbal communication that is clear, concise, and accurate.
• Organizing and interpreting technical and regulatory materials.
• Managing multiple tasks while meeting deadlines.
• Using Microsoft Office and data management systems effectively.

Ability to:
• Interpret and apply statutes, rules, and ADWR policies with guidance.
• Work cooperatively in a team environment.
• Analyze and summarize data accurately.
• Communicate effectively with colleagues, applicants, and other stakeholders.
• Adapt to new policies and technical processes.

Selective Preference(s):

Preference for water resources experience, natural resources management experience, data analysis experience, and/or project management experience.
Legal and regulatory experience a plus
Experience in a related field may be considered in lieu of specific water resource management experience.

This position requires possession of and ability to retain a current, valid, state-issued driver’s license appropriate to the assignment.

Pre-Employment Requirements:

Preferred candidate should have 4 years of professional-level water resource management experience; or Bachelor’s degree or higher in a related field and 2 years of professional-level water resources management experience; or a Master’s degree in a related field.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.27%.
