Job Summary:

The Arizona State Treasurer’s office is seeking an experienced Statewide Accounting Manager to provide high-level and professional management and accounting experience to the Investment Accounting Division. The Arizona State Treasurer’s Office oversees and manages the banking, investments and distribution of funds to local municipalities. The candidate selected will work directly with division staff and the executive team in managing and developing goals and strategies to ensure that the assigned division is successful and performs at a high level.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

The candidate selected will be responsible for:
• Overseeing and managing the accounting and financial reporting functions of the division, including but not limited to, monthly Board of Investment reporting, reconciliation review (monthly/quarterly/annually) and compiling fiscal year-end audited financial statements.
• Lead liaison between ASTO and the Office of the Auditor General during the fiscal year-end financial audit overseeing the audit request listing, financial statement preparation and statewide Annual Comprehensive Financial Reporting (ACFR) requests.
• Implementing a new accounting, performance reporting and transfer agency vendor and its related systems.
• Continuously seek to implement process improvements to the division to increase efficiency.
• Creating reports and documents for communicating with the executive staff on various information and results within the division.
• Collaborate with other internal division managers to collectively ensure workflow is smooth between the divisions.
• Develop cross-functional relationships with state agencies and pool participants.
• Review policies, procedures and standard workflows and provide recommendations for improvement, as needed.
• Develop staff by managing performance, setting goals, providing ongoing training, and maintaining strong employee relationships.
• Perform ad hoc analysis and projects, as requested.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), Arizona Revised Statutes (ARS) and other related publications.
• Familiarity working with high-end GL and Accounting financial systems.
• Extensive knowledge of financial reporting and investment accounting, policies, guidelines required for the accounting of those transactions.
• Research and draft memorandums on complex accounting methodologies.
• Financial reports, including but not limited to financial statements, bank statements, and investment reports.

Skills in:
• Providing high level leadership and management of subordinate staff.
• Oral and written communication.
• System (i.e. GL, Accounting Software) implementations
• Interpersonal relationships with internal and external divisions.
• Strong analytical and problem-solving skills.
• Microsoft Office (i.e. Teams, Outlook, Excel, Word, PowerPoint).

Ability to:
• Effectively lead a team to success.
• Take ownership of the division by being the primary contact for problem resolution.
• Work independently and use available resources to resolve issues.
• Time management to meet deadlines.
• Deliver reporting with completeness and accuracy.

Selective Preference(s):

• Candidates licensed as a Certified Public Accountant by the State of Arizona will be given selective preference.

Pre-Employment Requirements:

• A bachelor’s degree in accounting from an accredited college or university is required.
• Minimum of three years supervisory or management experience over subordinates in a financial position.
• Candidates for this position will be required to submit to a criminal history investigation.
