Job Summary:

The R/W Agent Senior position is responsible for performing the diverse upper level technical R/W Acquisition and Residential/Business Relocation functions required of the Section; including monitoring projects and overseeing off-site contracted consultants. Additionally, R/W Agent Senior is to provide upper level direction, oversight, problem solving solutions and technical assistance related to R/W Acquisition and Relocation to lower level agents; Performing all the required R/W Acquisition and Relocation functions per State and Federal Statutes, regulations, standards and guidelines.


This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Give and receive information requiring analysis and judgment regarding current and specific business practices of the Right of Way Group by multiple means including telephone, electronically and direct contact. Drive a state vehicle in the course of performing required duties.

Review the work products of lower level Right of Way agents. Train and assist lower level workers with work assignments and more complex problem solving regarding work methods and processes.

Confer with Right of Way management, staff members and representatives of other Sections and agencies to acquire information needed for determinations and/or decisions. Attend and participate in meetings and training as required and assigned. Out of town travel and overnight lodging as needed.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • Current principles, practices and methods in the agency Right of Way program.
  • Federal and State statutes, rules and regulations, agency policies, standards and regulations as they apply to the Right of Way Functions of the assigned work Unit, Section, or within the Group.
  • Principles and practices of modern organizational operation and development.

SKILL IN:

  • Comprehending and complying with established priorities.
  • Effectively dealing with conflicting needs and timelines.
  • Communicating effectively verbally and in writing.
  • Complying with Right of Way program initiatives, policies and procedures.

  • Researching, collecting data and reports; synthesizing diverse issues and information.
  • Making inferences from a variety of sources; supporting the development and Implementation of various improvement initiatives for the Right of Way program, its associated functions, products and services.

  • Analyze specific situations and determine acceptable solutions within the framework of laws, rules, regulations and policies.
  • Perform research, collect and analyze data, and report information.
  • Negotiate and apply reason persuasively to resolve issues.
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes and work cooperatively and jointly to provide quality seamless customer service.
Selective Preference(s):

Four years of experience in relevant area with increased responsibility over time. Bachelor’s degree in relevant field.

Pre-Employment Requirements:

Valid Arizona Driver's License - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
