| Job Summary: |
This position serves as the Statewide National Environmental Policy Act (NEPA) Programs Manager for the Arizona Army National Guard (AZARNG) Environmental Management Office (EMO). The position provides program-level leadership and oversight to ensure NEPA compliance and effective integration of environmental requirements across AZARNG activities. Working under general oversight of the Environmental Program Manager and Deputy EPM, the incumbent exercises significant independent judgment in managing the NEPA program, advising leadership, and coordinating with internal and external partners. The position is accountable for the overall effectiveness, consistency, and regulatory standing of the AZARNG NEPA program. This position requires frequent in-state travel and occasional out-of-state travel. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.
| Job Duties: |
Responsibilities include:
• NEPA Legal Record Administrator: Is independently responsible for ensuring National Environmental Policy Act (NEPA) documents are in conformance with applicable law, regulation, and policy. Coordinates with NGB, EMO SME's, proponents, and stakeholders to obtain, compile and analyze information used to access environmental impacts and NEPA determinations (scopes, programs, plans, projects, training, etc.). Proponent & Stakeholder Coordination: Acts as the NEPA coordinator for all Stakeholder consultations for undertakings involving AZARNG - NEPA regulations and guidelines require formal and informal consultation with regulators and stakeholder for completion of NEPA process. This position is responsible for this coordination and the AZARNG legal communication record that is compiled for federal or state undertaking.
• Compliance: Responsible for overall NEPA compliance of agency by ensuring all proponents (Federal ,state, local, and private sector) adhere/follow/complete all environmental requirements. Ensures all proponents complete the Record of Environmental Compliance (REC), NEPA process, and ENV Compliance Requirements. Ensures all documentation needed (Legal Record) for undertakings are complete. Emergency AZARNG NEPA Coordinator: Facilitates, responds, & coordinates w/ lead agency during state emergencies involving AZARNG (adhering to Arizona State Emergency Response & Recovery Plan, AZDEMA policies, and applicable regulations). Provides assistance to lead agency & responders for avoiding potential impacts to the environment. Assists lead agency w/ NEPA requirements after emergency has been resolved.
• Assessments: In charge of all administering and drafting of Environmental REC checklists and RECs. Is responsible for reviewing, disseminating, and NGB submission of any needed NEOA environmental documentation (e.g. RECs, EA's, EIS, ESA's, TSA's, ECOPS), Ensures that EMO staff & all AZARNG proponents complete NEPA and associated regulatory requirements. Oversees the development, maintenance, and functionality of the NEPA process. In the absence of an Environmental Assessment PM (EPAS.ECP Mgr.) is responsible for overseeing and drafting (or overseeing a contractor) Environmental Assessment documentation (e.g. EAs,ESAs, TSAs, and ECOPs).
• Environmental Reviews, Considerations & Recommendations: Acts as final reviewer and partial Authority of REC legal determinations of environmental impacts. Responsible for and is in charge of facilitating EMO staff and contractors in reviewing, signing, and providing internal and external NEPA considerations for any undertakings involving AZARNG in accordance with NEPA and AR 200-1 requirements. NGB Reporting: Facilitates the Env Compliance Branch Mgr and Env Assessment PM with required NGB NEPA Reporting. In the absence of an Env Assessment Manager: Serves as a AZARNG Environmental Installation Manager for Army EQUIP data submission. Responsible for Env. Performance Assessment System (EPAS) & oversees EMO staff data submissions into Army EQUIP Portal. Ensures annual & requested data calls are submitted to NGB. Performs data validation with PRIDE; ensures required attributes are completed; runs NGB validation tools on data before submittal.
• Writing & Drafting: AR 200-1, AR 200-2 and related regulations and guidelines- Is responsible for drafting (or overseeing/ reviewing contractor and staff drafts) and coordination of environmental NEPA documentation (e.g. Environmental Conditions of Property, Environmental Phase I ESA (Environmental Site Assessment, and similar environmental documents).
• Funding/Budget: Oversees and manages all aspects of NEPA budget & Funding in accordance with Federal & State Fiscal Laws. Is responsible for submission of NGB NEPA STEP projects for all proponent project and training undertakings. Responsible for procurement of required goods & services and other related program level fiscal responsibilities. Manages the NEPA and ECOP Funding Catalogue for all AZARNG proponents.
• Team Leader & Managing: Serves as a Sr. NEPA programs manager (includes planning, directing subordinates, and interpreting policy). Serves as a NEPA Team Lead (includes training and overseeing work) and may supervise contractor staff. Will facilitate the Environmental Assessment PM (EPAS.ECP Mgr.) with the drafting (or overseeing a contractor) of Environmental Assessment documentation (e.g. EA's, ESA's, TSA's, and ECOPs.)
• Standard Procedures: Evaluate and make recommendations to management for improving the NEPA workflow; provide technical support to proponents for using the Online Record of Environmental Compliance (REC) submission system and tools. Compile detailed metrics weekly, quarterly, and annually for evaluation. Draft, develop, implement, train others, and update AZARNG NEPA standard operating procedures (SOPs). Policy & Guidelines development: Ensures agency adherence to existing NEPA regulations, policies, & guidelines. Participates in updating/developing NEPA policies & guidelines to adhere to changing federal & state requirements Responsible for facilitating agency leadership approvals of new or changed policies/guidelines. Responsible for briefing, training, implementing, and reporting TAG approved NEPA policies/guidelines.
• Training & Briefings & Committee Participation: Is responsible for ensuring all required NEPA training is completed by all AZARNG staff/soldiers. Is responsible for developing, reviewing, coordinating, facilitating, and presenting NEPA related training, briefings to NGB, internal proponents, external stakeholders, and public (e.g. NEPA introductory training, NEPA refresher training, NEPA public hearings, EQCC, RPPB, etc.). Acts as NEPA lead for AZARNG on NGB Environmental Advisory Council (EAC). Acts as EMO Environmental NEPA representative on the Environmental Quality Control Committee (EQCC), Real Property Planning Board (RPPB), and other committees.

| Selective Preference(s): |
Bachelor’s degree in environmental science or related discipline and 1 year of environmental experience. One (1) or more years of program or project management experience within an environmental or NEPA-related field; or five (5) or more years of management or supervisory experience in any professional setting. Master’s degree in environmental science or related discipline, four (4) or more years of professional environmental experience, including environmental planning and NEPA-related activities; and relevant certifications or specialized training such as NEPA certification or advanced NEPA training, HAZWOPER, Certified Environmental Professional (CEP), Certified Planner, intermediate-level project management training, or other certifications related to the position.

• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment.
