This position maintains and is responsible for entering data, running queries, charts and reports on BARD (Boating Accident Reporting Database), the Report Beam Internet base boat accident report system, and the in-house Report Beam Database for the annual Boating Safety Report. Serves as knowledge expert on boating accident data entry, report filing, and compliance. Conducts research for internal and external customers in regards to boating accident statistics and is responsible for compiling and redacting boating accident public records requests for various external private entities including but not limited to attorneys, insurance companies, the general public, etc. Routinely coordinates and communicates with external entities and serves as Department point of contact for all boating accident data entry and BARD records queries. Enters data relating to stolen and recovered watercraft and maintains a Level D Arizona Criminal Justice Information System (ACJIS) Network Technical Terminal Operator Certification (ability to check for active warrants and stolen property status). Performs administrative work including finalizing staff reports from programmatic personnel, procurement, assists in the design and consideration of law enforcement forms. typing, proofreading, editing, memo composition, letters, schedules and forms. Takes and transcribes meeting minutes. Maintains employee's time and travel reports and coordinates out-of-state travel. Updates Law Enforcement Procedures Manual and distributes updates.

Job Duties:

Major duties include:

- Enters data relative to stolen and recovered watercraft, training, conference attendance, public records request, and others. Enters boat accident data in a timely manner within USCG reporting time frames of receipt. Provides analysis and creates graphs from boat accident data for annual Arizona Boating Safety Report and as requested by the Boating Law Administrator.

- Performs administrative tasks including typing, proofreading, editing and when requested the composition of memos, letters, schedules and forms. Administers the internal and external customer mail-outs for the Branch. Responsible for ordering and stocking office supplies.

- Coordinates and supports activities and staff for the watercraft, OHV OGT and law enforcement programs within the Branch. Monitors program funds, including completing SPA's and requisitions, entering SPA's and requisitions, and tracking the same. Responds to public inquiries concerning boating, OHV, law enforcement and OGT.

- Maintains the Boating Law Administrators files, grant applications, assists in the coordination of seminars, conferences, and training sessions and out of state travel

- Develops or modifies procedures and forms to improve program effectiveness; prepares a variety of fiscal and operational reports; coordinates administrative matters between programs; composes correspondence, interprets and explains organizational Rules, regulations and statutes; coordinates activities with other departments and organizations..

- Processes statewide law enforcement training records and responsible for monthly budget reconciliation.

- Perform other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

The candidate will have knowledge of/in: Commission/Department policies, loss-control policies/procedures, ARS 17- wildlife laws, ARS 5- watercraft laws, ARS 28- relating to off-highway vehicle laws, and other applicable statues. Federal, State and Department laws, rules and policies governing personnel matters. Department organizational structure, responsibilities and mission, policies and procedures. Department of Administration personnel rules and laws. Department Operating Manual Procedures, Watercraft Procedures Manual, Sales Accounting Manual and other state titling and registration laws. Boat styles, engine styles, capacities; boat terminology; other states' game and fish and/or MVD laws regulating titling and/or registration of watercraft; Federal regulations concerning HIN (hull identification number) numbering system.

The candidate will have the ability to listen and communicate with people in an effective and efficient manner; ability to evaluate and interpret data and present information effectively in modern written, oral and electronic media formats; accounting, auditing and mathematical and statistical analysis; gathering, preparing and analyzing data and mathematical and statistical analysis; gathering, preparing and analyzing data for financial reports; per diem and mileage requirements; proficient use of 10-key and computer operations using various software. Negotiation and conflict resolution, problem solving, customer service.

Selective Preference(s):

The preferred candidate will have three years of administrative and budgetary experience and have the ability to obtain a notary certification.

This position may require driving or the use of a vehicle as an essential function of the job. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked or suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
