This position supports the Newborn Screening billing. This position serves as fiscal support for Newborn Screening program and the finance office; while advising programs on billing, financial processes, expenditure reports, budgets, and approves requisitions in the Arizona Procurement Portal (APP). This position will also be responsible to work in the AZ360 financial system. The position will work with internal /external partners which include the Division Finance Office, Accounting, Grants Management, Procurement, Travel/ P Card Office, and Program /Division/Agency personnel in addition to external contractors. Other duties include updating billing, financial and administrative manuals, fiscal processes, and standard work for bureau staff, supporting bureau/division and agency fiscal initiatives; while adhering to General Accounting Office (GAO) statutes and policies. Assist in monitoring and analyzing payments received daily and reconciles such payments to the daily bank deposits. Reviews monthly Accounts Receivable balances and discusses collection efforts and activities with the Finance Manager to strategize on next steps to maximize collections. Acts as a liaison between the Arizona State Laboratory, medical centers and mid-wives. Assist Finance Management in the reconciling of transactions by comparing actual data to expectations; proposing corrections to management and processing needed transactions including budget and expense transfer to make corrections. Budget transfers and internal expense transfers are completed at the Program's requests. Runs open encumbrance reports and ensure that all funds are unencumbered. Assist in reviewing that funding is available to process requisitions. If the Program is utilizing other funding, ensures that the funding approval is provided. Review requisitions, verify funding, support Finance Management during the Annual Budget submittal and in the preparation of the Annual Report. Reviewing, analyzing and quantifying the effects of introduced and passed legislation, rules and policies.

| Job Duties: |

Attend formal and informal meetings to ensure the proper knowledge of all budget related actions/issues. Prepare appropriate materials/documentation related to agency finances (including but not limited to: Anaplan, budget loads & transfers, DRS requests, requisition reviews, internal budget documents, etc.)
Research and analyze expenditures and budgets related to assigned areas for the purpose of reporting our current fiscal position, preparing external and internal reports, and preparing forecasts with minimal supervision.
Ensure assigned areas compliance with Agency policies (most commonly the Expenditure and Time and Effort Policies). Compare internal ETE reports against budgeted ETE to confirm compliance with Time and Effort Policy. Identify, research, review, analyze, and establish possible impacts of identified inefficiencies and propose possible solutions.
Participate in cross-team collaboration, problem solving sessions, and trainings. Establish standard work documents for processes associated with financial tasks.

Bachelor's Degree in Finance, Business Administration or related field and 2 years work experience in budgets, purchasing, procurement, accounting, spreadsheet and database systems and contract oversight services concerning federal grants.
