| Job Summary: |
Under the general direction of the Roadway Design Section Manager, manages and directs an in-house roadway design team. Oversees the engineering and project design management activities performed by the team's roadway designers and design engineers.
Provides direction to staff in performing highly complex designs and assures adherence to current design standards, policies and procedures. Reviews and evaluates engineering reports, studies and plans prepared by the project team, consultants, and others. Manages all administrative activities for the team including schedules and allocation of personnel resources to various projects.
Accountable for the development and review of complex and high quality engineering plans and documents for use in the construction of roadway projects in accordance with the Five Year Highway Construction Program.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

| Job Duties: |
Oversees & participates in the preparation & development of roadway construction plans & details including geometrics, typical & pavement sections, superelevations, earthwork & reports, quantities & estimates, grading, special provisions, construction phasing, intersections, interchanges, turnouts, drainage, safety barrier, curb, gutter, sidewalk, fencing & walls complying with guidelines & policies. Leads, supervises, mentors, develops, trains, & provides technical expertise in the assigned Roadway Design Team. Supports PBPD, partnering, and the ADOT Mission, Vision and Goals. Manages team activities by assigning work, preparing schedules, monitoring performance and evaluation design quality to ensure project design objectives are met and proper staff utilization is maintained.
Oversees team participation in planning level and design level scoping efforts in the planning and design development stages. Provide design expertise in defining the projects scope, schedule and budget. Represents Section, Group and ADOT at project related meetings with other Sections, Groups, outside agencies, consultants, contractors, attorneys, and general public. Maintains continuous communication and coordination with internal staff outside agencies, including FHWA, through personal contact, reports, correspondence and meetings to ensure timely and well coordinated responses.
Oversees project post-design services for projects under construction. Maintains liaison between team and various district construction and headquarters personnel on construction issues. Participate in development and maintenance of Roadway Design processes and policies including standard drawings, roadway design guidelines, CADD procedures, design issue resolution and post design services. Reviews design plans, engineering studies, reports, estimate, and special provisions developed internally and externally for compliance to applicable design guidelines, standards and policies.

Knowledge of:
-Principles and practices of Civil Engineering as applied to the development, design, construction and maintenance of the State Highway System.
-Federal and State regulations, policies, procedures, design standards and guidelines as applicable to the Highway Development Process.
-State Statutes, safety practices, and the organization and responsibilities of the Project Delivery and Operations (PDO) Division.
-Techniques used in data collecting, construction plan preparation, design modeling, project management and Roadway Engineering Group procedures, standards and guidelines.
Skill in:
-Managing, planning and organizing work and resources, negotiating and achieving consensus within a team environment.
-Leadership and employee relationships, listening and problem solving.
-Researching and interpreting a wide variety of highly technical data and analyzing and designing major highway related projects using Bentley (Microstation) Connect/OpenRoads products.
-Decision making, analyzing, negotiating, problem solving and conflict resolution.
-Implementing, supporting and promoting ADOT procedures and policies.
-Personnel management, mentoring, training, supervising and developing roadway designers and engineers.
-Skills in Google Workspace (Gmail, Drive, Calendar, Chat, Meets, Docs, Spreadsheets, Slides).
Ability to:
-Develop, organize and maintain an efficient and effective Design Section.
-Manage a number of tasks or assignments simultaneously.
-Effectively communicate in written and verbal form. Conduct meetings and make presentations to a variety of audiences.
-Develop and oversee the development of roadway plans, drainage, earthwork and quantity reports, and cost estimates.
| Selective Preference(s): |
-Education includes a BS in Civil Engineering or closely related field and various employer training courses and seminars relevant to position.
-Training and experience utilizing Microstation/Bentley Connect and Open Roads software and tools.
-Minimum 2-5 years of demonstrated roadway design and analysis, including team leadership responsibilities.
| Pre-Employment Requirements: |
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Arizona PE Licensure is required for this position. A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.
A valid driver's license is required if the incumbent is to be an authorized state driver.
