The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Grants Program Coordinator will be responsible for providing financial oversight of grant awards. The incumbent of this position will manage awarded grant projects and their financial reimbursements under State and Federal grant programs. This position will also be assisting Emergency Management staff and applicants in developing grant applications for federal and state funding opportunities. Personally, prepares for any time (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and / or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy. Actively participates in promoting a continuous improvement of workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Job Duties:

Responsibilities include:
• Manages Administering reimbursement of grants through maintenance of financial files and database records; verifying that records meet agency requirements
• Working with stakeholders to review grant application submissions and ensure all application documents are complete, accurate, and compliant with State and Federal eligibility criteria.
• Performing final inspections and audits of completed grant awards through on-site visits, comparing completed work with approved SOW; reviewing sub-applicant provided cost documentation to ensure the claimed costs are consistent with the work performed; preparing final inspection reports of completed work through on-site and visits.
• Performing interim inspections of work and progress through on-site visits. Comparing work-in-progress with approved Scope of Work (SOW). Addressing SOW changes, financial changes, and amendments as necessary.
• Advise supervisors of grant program reporting issues, provide assistance and technical information to stakeholders, and explain grant program rules, regulations, policies, and procedures for financial audit purposes
• Processing and submitting Quarterly Reports in electronic systems. Ensuring e-files and hard copies regarding project information are properly filed and updated per document retention requirements.

• Acting as a primary point of contact for inter-agency communications
• Examining accounting records and evaluating compliance for reimbursement given a set of guidelines and regulations

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate should have completion of training programs and/or college level coursework in office administration, accounting, and finance; previous administrative experience in an accounting/finance environment: previous supervisory experience in an administrative environment is a preference. Bachelor’s degree in accounting, public administration; or similar field is recommended or 4 years of relevant experience.

• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• Individuals are required to pass a criminal background investigation.
