Job Summary:

The Standards Implementation and Training supervisor manages the Commitments Implementation and Environmental Training programs to develop environmental quality assurance programs aiding in compliance with environmental regulations, reporting in databases and environmental management systems, and implementing requirements in FHWA Federal-aid Programs.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Manage staff and develop programs to track environmental commitments and mitigation measures through the full life-cycle of projects, coordinating with ADOT Standards Committee, District Operations, and subcommittees on applicable Environmental program standards. Conduct Quality Assurance Reviews including document and file completeness for federal-aid highway program projects prepared under Memorandums of Understandings with FHWA.

Develop and maintain file management and document control systems including procedures, templates and forms for Environmental Planning in cooperation with the various technical areas within the Group. Serve as the Records Retention Liaison for Environmental Planning. Respond to ADOT Risk Management records requests. Manage permit reporting and tracking databases as applicable.

Serve as required on national, state, research, technical, advisory, process improvement committees and groups as ADOT needs require. May Drive State Vehicle and have Overnight lodging and travel during the course and scope of business. Knowledge, Skills & Abilities (KSAs):

Knowledge of:
*Federal, state, local, and tribal statutes, rules,regulations, policies as these are applied to ADOT, including NEPA.
*Principles of environmental management systems and regulatory requirements of ADOT program and project delivery.
*Quality assurance/quality control and performance measures for environmental programs.
*Environmental training programs.

Skill in:
*Planning and organization, data analysis, report preparation; effective oral and written communication-including public events and potential testimony.
*Negotiation and conflict resolution; developing, interpreting, implementing rules and regulations.
*Analytical interpretation to understand, explain, and apply complex environmental requirements.

Ability to:
*Effectively interact with stakeholders possessing diverse interests, personalities, requirements and needs.
*Perform complex management system development planning.
*Develop, train, motivate employees.
*Effectively plan, organize, identify, and use performance measures.
*Conduct assessments, evaluations.
*Coach and develop employees, including continuous improvement practices and principles.
*Participate in overnight travel and lodging

Selective Preference(s):

Bachelor's degree in natural sciences, physical sciences, or related environmental or engineering field and minimum four years of experience in environments management system development / implementation, training program delivery, quality assurance/quality control, performance measure evaluation, and/or environmental compliance.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Valid Drivers License.
