| Job Summary: |
An ECD Officer Recruit functions in a learning role under close supervision and instruction of law enforcement leadership. An ECD Officer Recruit will learn to interpret and communicate the provisions of state and federal motor vehicle codes pertaining to registration, operator licensing, tax credentials, financial responsibility, size/weight and vehicle safety requirements applicable to Port Operations and Field Enforcement. This position will be familiar with the regulations of domestic and foreign based vehicle traffic entering and exiting the State. This team member will learn processes and procedures for examining investigations of alleged vehicle registration compliance violations, VIN inspections and to take appropriate enforcement related action.
Background check, polygraph, psychological and physical test are required. Overnight travel is required.
This position will transition to a Full Authority Officer once successful completion of the police academy and AZPOST Certification is achieved.
***Training Schedule & Locations***
Upon hire, training will begin at ECD Training at 3838 N. Central Ave, Phoenix, Arizona. Training should be approximately 1 month but may vary.
In July, training will continue at a Law Enforcement Training Academy located in Lake Havasu, Arizona. The Academy will be Monday - Friday and occasionally Saturday as required. The Academy will run through December 2026. Training is 21 weeks in length.
Upon graduation, there will be 10 weeks of Field Training at a port of entry location that will vary based on training needs. The final assignment will be based at the Ehrenberg, Arizona Port of Entry after that time.

| Job Duties: |
Learn proper law enforcement practices and procedures; motor vehicle laws, rules and regulations; vehicle inspection techniques and procedures; and to interpret relevant motor vehicle laws, rules and regulations.
Learn to examine documents and inspect domestic and foreign traffic to ensure compliance with state and federal vehicle registration, licensing, tax, financial responsibility, size and weight, and safety requirements.
Learn to issue applicable permits, route over-dimensional loads, and collect required fees and taxes. Take appropriate enforcement action as authorized by state and federal motor vehicle and operator laws, rules, and regulations. Develop report writing skills for incident and activity reports.

Knowledge of:
• Principles of money handling, fee collection, reconciliation of cash drawer.
• Basic math sufficient to calculate weight compliance, mileage.
• Pertinent state and federal motor vehicle laws, rules and regulations.
• Law enforcement practices and procedures.
• Activity reporting and accounting procedures established for the work system.
• Learn intelligent transportation systems (ITS) and related equipment.
Skills in:
• Interpreting relevant state and federal transportation/motor vehicle laws, rules and regulations.
• Eliciting factual information and drawing valid conclusions.
• Establishing and maintaining effective relationships with staff members and the public.
• Operating permanent or portable scales and other related equipment.
• Use of firearms.
• Conducting Level 1 Inspections.
• Determining VIN certifications.
• Report writing.
• Computer & technology, including Microsoft Office products and Google/Gmail programs.
Ability to:
• Obtain Arizona Peace Officer Standards and Training Board (AZPOST) Certification and maintain weapons certification in accordance with AZ POST standards.
• Obtain Commercial Vehicle Safety Alliance (CVSA) Level 1 Inspections certification.
• Obtain Arizona Criminal Justice Information System (ACJIS) certification.
• Obtain/maintain firearms certification.
• Successfully pass the Physical Ability Test (PAT).
• Interact with a variety of people.
• Resolve technical problems under the guidance of a supervisor.
• Locate manufacturer's vehicle serial numbers, confidential codes and their locations.

Valid Driver's License.
High School Diploma or GED.
Must be age 21 by completion of Law Enforcement Training Academy and obtain Arizona Peace Officer Standards and Training Board (AZPOST) Certification.
Must pass the Physical Ability Test (PAT).
Must obtain Commercial Vehicle Safety Alliance (CVSA) Level 1 Inspections, must obtain Arizona Criminal Justice Information System (ACJIS) certification and must maintain firearms certification (obtained through AZPOST).
If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
