The Department of Economic Security, Division of Benefits and Medical Eligibility, is seeking an experienced and highly motivated individual to join our team as a Business Analyst Senior. This position is responsible for providing senior-level business analysis for information technology (IT) projects in support of the Division of Benefits and Medical Eligibility (DBME) computer applications governed by the DBME for Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Medical Assistance (MA), the Division’s OnBase Enterprise Document Management System (DMS), etc. Will coordinate with teams and business partners to: gather and communicate business and functional requirements, and evaluate IT infrastructure (Hardware/ Software, operating systems, mainframe, and or web-based applications). Prepare and follow up IT Tasks Orders and projects development, including new development and maintenance of web-based and mainframe applications, overseeing the work of other Business Analysts, Stakeholders, and project members. Coordinate vendor activities between Divisions associated with the System Replacement Projects (i.e., AZTECS, AZCCAT, LIEAP, Modernization Plan Project, etc.) Conduct analysis of business processes and requirements, workflow, functional requirements, and complete testing activities, Impact Filters, Return on Investment (ROI), Business Requirements Document (BRD), System Requirements Document (SRD), Project Change Request (PCR), and develop Standard Work (SW) processes. Participate in vendor management processes for vendor-driven automation projects, including new technologies and software that support the Division's interests, such as, but not limited to: Robotic Process Automation (RPA), Cloud Platform as a Service (PAAS), and Software as a Service (SAAS) models, notice generation, document management, chat BOTS, etc.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
- Lead or participate on large complex Pilots/Projects; oversee work of Business Analyst and other project staff. Develop, modify, update work plans; schedule meetings prioritize tasks, create PCR; set goals and objectives, maintain business system standards, finalize project timely using project management methods, tools and processes. Projects include but are not limited to: Modernization, IVR, MFB, RPA, Cloud, BOTS, etc.
- Gather business requirements for complex Projects (Impact Filter, BRD, Project Charter, System Change Request, SRD, etc.) Schedule, facilitate, and lead sessions to interview stakeholders to gather, document and translate requirements into business, functional, and complex use cases; develop and maintain system standards, complex process flows.
- Provide leadership, functional, and technical expertise to developers on deliverables, quality assurance, user acceptance testing. Participate in logical/physical design, development, maintenance, and modification. Conduct audit, reconciliation of software, and data with current security requirements. Primary Liaison with DTS, AHCCCS, Vendors, etc., to coordinate and manage software releases and various upgrades.
- Research business needs for end users computer equipment and peripherals (i.e., desktops, scanners, Multi-Function Printer’s (MFPs) etc.), software, and application modifications. Provide functional expertise for physical or virtual desktop and hardware configurations, workflows, COTS/hosted solutions. Prepare requests for technical solutions and cost estimates, document business value and return on investment, and prepareproject initiation and justification documents.
- Complete testing activities (develop and execute comprehensive test plans, cases, scenarios/scripts, use cases, regression testing, etc.); report and document test outcomes for traceability; submit, monitor, and track defects; and re-test when appropriate. Coordinate and track post migration certification including after-hours; validate implementation of deliverables; and document and facilitate implementation of best practices/lessons learned.
- Conduct research and analysis of business processes use methodologies/techniques for system analysis and design, translate functional and business requirements confer with policy, training, DTS, and other resources. Conduct feasibility reviews, impact, and gap analysis of workflow. Create data flow, and other diagrams.
- Identify and document issues, trends, gaps, risks, coordinate migration and validation, track remediation in proposed and existing applications. SharePoint work for Division/Unit development and maintenance. Prepare and deliver organized oral and/or written presentations, training, Desk-Aids, Standard Work (SW), NewsFlash/Bulletin, project status, and associated materials for a wide variety of audiences on both technical and non-technical aspects.

Knowledge of:
- Research and analysis methods, requirement gathering, feasibility reviews, Impact Analysis, business application process modeling, Flowcharts processes, quality assurance, and testing.
- Policies, procedures, programs (SNAP, TANF, and MA), system application (AZTECS, HEAPlus, OnBase, etc.), Microsoft Office (Word, Excel, PowerPoint, etc.), and Google software.
- Project management concepts, principles, and practices.
Skills in:
- Problem and negotiation skills to resolve issues.
- Organizational and time management skills with attention to detail.
- Excellent listening, interpersonal, verbal, and written communication skills.
Ability to:
- Work at least 40 hours per week and maintain satisfactory attendance and punctuality standards.
- Work independently or collaboratively with minimal supervision.
- Identify opportunities for use of solutions to improve efficiency and adapt to changing technologies.
| Selective Preference(s): |
The ideal candidate for this position will have:
- Basic knowledge of programs governed by the FAA (SNAP, TANF, MA) and application systems utilized by FAA (AZTECS, HEAPlus, OnBase, etc.)
- Familiarity with Agile Framework.

- Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.

- Bachelor’s Degree OR 10 years of experience in business analysis (OR equivalent experience)
