The Department of Economic Security, Office of Inspector General (OIG), is seeking an experienced and highly motivated professional to join our team as an Investigator Senior (Security Area Manager). In cooperation with the DES Office of Inspector General, Protective Services Administration (PSA) senior leadership, the Investigator Senior (Security Area Manager) directs the development, implementation, and management of effective security strategies at multiple DES facilities in assigned areas of responsibility. This role develops, maintains, and updates security plans, procedures, and processes, to include those implemented by contracted security personnel.
The Security Area Manager conducts initial investigative activities as needed. Directs contract security staff, and DES staff at various facilities to ensure security needs are met. Conducts thorough investigations of incidents involving contracted security staff, submits Vendor Performance Reports of investigation and findings to Office of Procurement /State Procurement. Travel required for State business.
This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meetings of expected performance measures.

| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
- Develops, implements, and maintains security processes, practices and policies to reduce risks and responds to critical incidents. Assists in mitigating security situations involving contract security personnel, employees, and/or clients. Identifies witnesses, liaisons with law enforcement and/or emergency personnel as necessary and assist in investigative activities as needed. Travel required for State business.
- Directs the workflow for the security staff within the assigned region and reviews post orders at various facilities. Ensures all goals and objectives are met timely and effectively.
- Establishes training programs and provides instruction for security personnel. Performs physical security spot checks at facilities to ensure compliance with all applicable policies, standards and contract requirements. Develops and conducts Security Awareness Training for all DES Employees.
- Oversees the tracking and trending of employee and visitor security. This includes referencing all incident reports and field investigations. Presents security findings and recommendations to the OIG PSA and facility leadership. Researches and recommends technology solutions and security management techniques to safeguard the organization’s assets.
- Conducts security assessment of assigned facilities in the field. Ensures the Crime Prevention Through Environmental Design (CPTED) model is followed. Orchestrates on-site internal and external security inspection of facilities and analyze crime trends /statistics, to identify security concerns.

Knowledge of:
- Federal, state and local laws relating to security, law enforcement, search and seizure, arrest and use of force procedures firearms and tactics utilized in emergency situations
- Emergency procedures; security, fire and environmental alarm systems and the action appropriate in the event of their activation
- First Aid
- Effective management and leadership skills
- Electronic devices (i.e. radio and communications, computers, monitors, recording, and photography) and other security equipment; Google Suite products
- Evidence handling procedures
- Intelligence gathering and crime analysis processes
- Methods and techniques of statistical research, analysis, and probability modeling
- Crime analysis or investigations
Skills In:
- Understanding complex written documents and policies, and interpret how those policies should be applied at a local level
- Preparing and editing official correspondence and prepare, format, and edit tables and charts
- Preparing clear, concise, and accurate oral and written reports
- Understanding and applying crisis management techniques
- Reviewing and evaluation of activities and develop effective methods for improvement
- Preparing training materials and presenting training in individual, small and large group settings
Ability to:
- Establish effective working relationships, both internal and external to the Department
- Direct contracted staff toward the effective accomplishment of their duties and responsibilities
- Perform all job duties and responsibilities in a safe and effective manner and not be hazard to self or others
- Assume duties and responsibilities in the absence of the department supervisor for short periods
- Develop local security policies and procedures at the direction of senior management
- Conduct fact finding research
- Maintain confidence and composure in high stress situations

| Pre-Employment Requirements: |
- Travel will be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
- All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
- Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1758.07 in order to work with children and vulnerable adults.
- The ability to secure and maintain clearance from the Department of Child Safety (DCS) Central Registry and the Adult Protective Services (APS) Registry.
- Due to the confidential, sensitive nature of information handled, successful completion of an Arizona Criminal Justice Information System (ACJIS) background check is required prior to receiving a job offer pursuant to 28 CFR 20.21(f)(4)(i). Must obtain ACJIS Terminal Operator Certification within 30 days of hire and maintain certification throughout the course of this assignment with the unit.
