The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Rules Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
● Directs Division Rules Analysts in conducting legal research, reviewing and editing proposed rules, providing technical assistance to Division employees involved in the preparation of proposed rules, developing Division rulemaking documents and reports in compliance with the Administrative Procedures Act, and tracking the development of new and revised Administrative Rules for the Division of Developmental Disabilities.
● Leads workgroups composed of both internal and external stakeholders and subject matter experts for the development, initial drafting, and revision of any DDD Administrative Rules.
● Coordinates with DDD leadership and DES the determination of any action to take on DDD Administrative Rules, leads the internal planning for all work on DDD Administrative Rules, and coordinates the external planning for time frames regarding work on Administrative Rules with DES.
● Reports to DDD leadership and external partners the status of DDD Administrative Rules that are being considered for or in the process of initial drafting or updating. Researches new legislation, contractual requirements, or other policy changes to identify impacts on DDD Administrative Rules and reports these along with potential plans of action to DDD Leadership.
● Provides leadership, mentoring, coaching and direct supervision of staff.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
● Comprehensive knowledge of the body of law and policy affecting DDD operations, responsibilities, and programs.
● Comprehensive knowledge of the rulemaking process of the Arizona Administrative Procedures Act.
● Principles and functions of management; and the statutes, rules, and policies that apply to DDD.
Skills In:
● Writing and editing highly technical material.
● Research and comprehension of legal and regulatory issues.
● Communicating complex issues, both verbally and in writing, in a clear and concise manner.
● Leadership of varied size workgroups, and public speaking.
Ability to:
● Analyze, reason logically, and use independent judgment.
● Facilitate meetings, identify high priority issues consistent with the Division's goals.
● Organize and present complex information in an understandable format.

Selective Preference(s):

The ideal candidate for this position will have:
● A bachelor’s degree in Public Policy or a related field and four (4) or more years of experience with writing and tracking Arizona Administrative Rules (or equivalent experience).

Pre-Employment Requirements:

● Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
● Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
