Job Summary:

The purpose of this position is to prepare Comprehensive Health Plan (CHP) audited financial statements and various supplementary schedules. These financial statements and schedules are submitted to Arizona Health Care Cost Containment System (AHCCCS). The position applies U.S. Generally accepted accounting principles (GAAP) and numerous accounting standards including Governmental Accounting Standards Board (GASB) statements to ensure that the Agency's financial statements and schedules are prepared accurately and timely. In addition, the position will analyze financial information and prepare financial reports to determine or maintain record of assets, liabilities, profit and loss, tax liability, or other financial activities within the Agency in regards to CHPP funding.

Job Duties:
  • Prepares CMDP audited financial statements and various supplementary schedules. Creates account analysis schedules with variance explanations and footnotes. Prepares analysis of accounts, revenue and expense and updates trending reports. Performs analysis from Income Statement to Balance Sheet accounts. Assists manager with yearly financial statement audit.
  • Conducts quarterly revenue and expenditure reconciliation. Uses automated accounting systems and applications to retrieve and review data files, analyze information, track revenues and/or expenditures, and analyze contracts status.
  • Performs closing of the general ledger and prepares financial reports during month-end closing. Updates procedures, compiles monthly reports and provides supporting documentations for audits. Analyzes accounting records to assess accuracy, completeness, and conformance to reporting and procedural standards.
  • Updates KPI metrics and develops dashboards. Collects date and prepare monthly metrics, update graphics and dashboard presentation of financial statements. Assembles and summarizes data and presents findings, analyses, and recommendations to various stakeholders.
  • Surveys operations to ascertain accounting needs and to recommend, develop, or maintain solutions to business and financial problems. Advises management about issues such as resource utilization and the assumptions underlying budget forecasts. Driving may be required.
  • Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Knowledge of economic and accounting principles and practices; the analysis and reporting of financial data
  • Generally Accepted Accounting Principles (GAAP); comprehensive knowledge of the principles, concepts, practices, methods and techniques of government accounting
  • Internal control structures, and fiscal management
  • Considerable knowledge of the methods and techniques of automated financial systems
  • Comprehensive knowledge of reference materials such as federal regulations, Arizona Revised Statutes, applicable agency manuals, and policies and procedures
  • Working knowledge of financial research methodologies

Skills in:

  • Considerable skill in analysis, interpretation and communication of financial data

  • Creating, revising and maintaining complex Excel worksheets
  • Performing various queries in Access database files

Selective Preference(s):

CPA preferred.

Pre-Employment Requirements:

Bachelor’s Degree in accounting required; Two years’ relevant work experience required.

Requires the possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12). Employees may be required to use their transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration.

Must be able to secure and maintain clearance from the DCS Central Registry.
