| Job Summary: |
This position manages projects, solves complex problems and unique issues, assists with the development and maintenance of the Arizona Transportation Information System (ATIS), ADOT's linear referencing system.
This position will perform duties as a project manager for a variety of technical projects related to the HPMS report.
This position also works with the Roadway Characteristic Inventory (RCI) datasets using Geographic Information Systems (GIS).
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

| Job Duties: |
Support the annual submittal of the Highway Performance Monitoring System (HPMS) report via engineering plan interpretation and roadway characteristics editing. Carry out geospatial maintenance, analysis, reporting, mapping, and publication of agency data, including online visualizations and data feature services. Assist with the maintenance of documentation, including metadata and process workflows, for agency GIS projects.
Coordinate work activities with local government agencies, including Council of Governments (COGs) and Metropolitan Planning Organizations (MPOs), to meet HPMS reporting needs. Collaborate with customers to understand business needs and provide prompt feedback. Manage projects related to HPMS reports and prepare the technical documentation for management.
Represent ADOT on transportation data related conferences, peer exchanges, task forces, and meetings (both internal agency meetings and external public-facing meetings). Other duties as assigned as related to the position.
| Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
- Geographic Information Systems (GIS) software and hardware.
- Linear Reference System theory and fundamentals.
- Highway Performance Monitoring Systems (HPMS).
- Roadway characteristics data development.
- Program and project management.
- Planning documents for studies Statistics.
- Arizona State Highway System.
- Microsoft Office and Google Workspace.
Skill in:
- Use of Esri suite of GIS tools (hardware/software).
- Esri extension Roads & Highways and related analytics tools.
- Working in enterprise geodatabases and versioning.
- Use of transportation related databases.
- Interpreting/reading engineering, construction plans and drawings.
- Database design techniques and methods.
Ability to:
- Advise management of potential issues and suggested resolutions.
- Grasp complex concepts.
- Communicate effectively verbally and in writing.
- Give presentations to a variety of groups.
- Manage time effectively.
- Prepare and analyze data for answering questions.
- Prepare technical reports as needed.
- Coach and mentor other GIS analysts.
| Selective Preference(s): |
Accredited education/training or specific experience in Linear Referencing Systems, Urban/Regional Planning, Geographic Information System (GIS), Transportation Engineering, Computer Science, or a related field.
Five (5) years of work experience in GIS, programming, database management, or related field with demonstrated skills in using Esri software.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Valid Arizona driver's license with an acceptable 39 month Motor Vehicle Record.
