Job Summary:

Tax (TPT) revenue and promoting voluntary e-commerce compliance by transforming the current workflow into a standardized, data-driven operation. The position serves as the Process and Systems Optimization Lead and manages a Compliance Intelligence Unit of Auditors and Management Analysts. The primary objective is to leverage extensive technical knowledge of TPT and AATC systems to identify, analyze, and implement improvements that enhance compliance, streamline internal processes, and reduce assessment discrepancies. Core functions include designing, documenting, and implementing robust Standard Work Procedures for calculating tax due, drafting Notices of Proposed Assessment (desk billings), and conducting system deep dives into AATC for data accuracy and revenue reconciliation. The Supervisor provides technical mentorship to staff, oversees the team’s risk-based case selection strategy, and reports strategic data findings and operational recommendations directly to the Division Administrator. This role functions as a Subject Matter Expert and Process Improvement Champion.

Job Duties:

Supervisory:

  • Carries out supervisory responsibilities in accordance with ADOR’s core values, agency policies, applicable standard work, and applicable laws.
  • Actively participating in the interviewing and hiring processes and ensuring successful functional onboarding of new employees
  • Planning, assigning, coordinating and overseeing daily work of direct reports in alignment with strategic, operational, and tactical priorities of the organization
  • Conducts regular one-on-one meetings providing constructive, balanced, regular performance feedback, coaching and mentoring
  • Setting reasonable stretch performance goals and conducting mid-year and annual performance appraisals
  • Recognizing and rewarding performance excellence, culture championship, and continuous improvement efforts
  • Communicating and enforcing agency policies and programs
  • Applying corrective action, addressing complaints and resolving problems in a timely fashion, involving and collaborating with leadership and Human Resources as appropriate
  • Serves as the Process and Systems Optimization Lead. Conduct "Current State" analyses of existing TPT Tax Desk billing assessment procedures to identify gaps, redundancies, or inconsistencies. Design, develop, and document clear, concise, and actionable Standard Work procedures for key TPT-related processes, including detailed step-by-step instructions for calculating tax due, drafting proposed assessments, and generating Notices of Proposed Assessment (desk billings).
  • Plans and organizes desk billing procedures by coordinating the overall compliance pipeline from data extraction (Management Analysts) to risk-based case selection and final assessment generation (Auditors/Assessors). Develops and refines scoring models with analysts (performing statistical sampling of data) to identify high-probability e-commerce non-compliance, aiming to increase the yield per assessment and measurably reduce inefficient assessments.
  • Collects and analyzes data to detect deficient controls, non-compliance with laws/regulations, or systemic issues related to desk billing and assessment calculation. Inspects accounting systems for efficiency and proper use. Conducts "System Deep Dives" into AATC (Audit and
  • Assessment Tracking/Collection) and periodically reviews completed TPT desk billings/Notices of Proposed Assessments (NOPA) to assess the quality of work, accuracy of findings, and strict compliance with established standard work procedures
  • Establishes a centralized "TPT Resource Hub" that includes all newly developed Standard Work procedures and updated guidance. Designs and pilots a Mentorship Initiative to provide direct technical guidance and expertise to junior and mid-level staff on challenging TPT desk billing cases, accurate calculation of tax due, assessment techniques, and the consistent application of standard work, thereby preparing staff for eventual formal audit functions.
  • Prepares detailed reports on desk billing results. Translates complex data findings, TPT compliance trends, and operational challenges into high-level reports and regular updates for the Division Administrator. Oversees the analyst team’s outreach strategy, ensuring a cooperative tone while maximizing voluntary compliance and serving as a single point of accountability for e-commerce compliance metrics.
Knowledge, Skills & Abilities (KSAs):
  • Managerial practices and supervisory techniques-Applying and interpreting federal and state laws, rules and regulations
  • Policies and procedures established for the work system-Knowledge of organizational and administrative procedures
  • Knowledge of auditing methods and systems of generally accepted auditing standards, risk assessments, contract and fiscal management
  • Deep knowledge of Transaction Privilege Tax (TPT) classifications, complexities, and related Tax Desk Billing assessment processes.
  • Thorough understanding of the AATC (Audit and Assessment Tracking/Collection) system utilization for TPT tracking, reporting, and data reconciliation. 
  • Expertise in the principles and methodologies of developing, documenting, and implementing Standard Work Procedures.

Skill:

  • Research methodologies , statistical sampling and quality assurance, Arizona Revised statutes
  • Principles of strategic planning, performance management
  • Ability to conduct "Current State" analysis, system deep dives, and process analysis to identify gaps and inefficiencies
  • Advanced technical writing skills for composing clear, concise, and actionable Standard Work procedures and training materials.
  • Data validation skills, particularly related to e-commerce leads and revenue reconciliation.

Ability

  • Work effectively with external auditors i.e. Office of procurement, Office of Accounting mathematical and computational skills
  • Ability to compose clear and concise audit reports, analyze accurate and relevant audit information

  • Ability to design, lead, and implement a technical mentorship initiative and manage a centralized TPT Resource Hub.
  • Ability to strategically coordinate and integrate the compliance workflow between Management Analysts (data) and assessment staff (desk billings).
  • Ability to translate complex data findings and assessment trends into high-level strategic reports for executive leadership.

Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), Certified Information Systems Auditor (CISA) and/or Certified Government Auditing Professional (CGAP)
