| Job Summary: |
The Arizona Department of Administration (ADOA), Division of Business and Finance, is seeking a Statewide Accounting Manager to join the AZ360 Financial management team. In this leadership role, the successful candidate performs high-level management duties associated with the AZ360 Financial system, specifically focusing on Federal and Cost Accounting areas. The manager carries critical responsibility for essential statewide federal reporting requirements, including the Schedule of Expenditures of Federal Awards (SEFA), the Single Audit, the Cash Management Improvement Act (CMIA), and the Statewide Cost Allocation Plan (SWCAP).
This position serves as a primary technical advisor, providing professional interpretations and recommendations to ensure the integrity of statewide financial data. The manager is tasked with establishing clear goals, objectives, and timetables for their assigned area while planning for program requirements based on an extensive financial background. Beyond technical oversight, the role involves managing subordinate staff to drive enhancements in statewide accounting procedures and reporting systems. The Statewide Accounting Manager also acts as a vital liaison, offering research and guidance to various state agencies, boards, commissions, and legislative offices to resolve complex financial situations.

| Job Duties: |
- Conducting meetings with management, staff, and directors statewide as defined by your area of assignment.
- Managing the preparation of statewide information and reports for the assigned area.
- Managing, through subordinate staff, enhancements for improvements to accounting and reporting systems, procedures, policies, and methods for inclusion in the statewide automated financial systems.
- Finalizing recommendations for policy and procedure changes to assure the integrity of statewide financial data and consistency in the application of statutes and other related laws or regulations for submission to the State Comptroller.
- Providing direction to agencies, boards, and commissions, as well as the JLBC and OSPB, by providing guidance and research necessary to resolve problems or situations.
- Making recommendations for improvement by applying knowledge and skills of a technical specialty.
- Performing other duties as assigned related to the position.
| Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
- Extensive knowledge of Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and other related publications.
- Extensive knowledge of the principles, concepts, practices, methods, and techniques of government accounting, audit methodologies, internal control structures, accountability, and fiscal management.
- Extensive knowledge of the methods and techniques of development of data processing related to large financial systems.
- Knowledge of management and supervisory techniques.
- Extensive knowledge of reference materials such as federal regulations, Arizona Revised Statutes (ARS), and applicable agency manuals including the ADOA General Accounting Office Statewide Accounting and System manuals.
- Comprehensive knowledge of complex research methodologies, quality assurance, and final technical report referencing as well as spreadsheet techniques.
- Extensive knowledge of legal requirements impacting the area of assignment.
- Extensive knowledge of CGI financial system 3.11 or higher or other large financial information systems.
Skills in:

- Strong organizational, analytical, and problem-solving skills.
- Interpersonal relationships with internal and external individuals of varying status within state and federal agencies.

- Bachelor's degree in accounting or related field with 24 credit hours in accounting is required
