| Job Summary: |
The Assistant Director for Grant Administration and Preparedness is an essential position that is critical to the overall stability and efficiency of the Department.
The Assistant Director for Grant Administration and Preparedness supervises strategic planning staff, oversees the day-to-day management of the federal suites of homeland security grants, including setting internal and external deadlines, reviewing and writing grant applications and providing strategic oversight and direction to staff.
Additional duties include representing department leadership at meetings, workshops, conferences, assisting in the completion of federal and state data calls, working closely with other department components.
| Job Duties: |
• Oversees and participates in the coordination of federal, state, local and tribal stakeholders regarding effective and efficient grant management policies and procedures. Ensures Department is meeting grant management goals and effectively expending federal homeland security funds. This includes managing and guiding subordinate staff, developing and maintaining grant management handbooks, standard work documentation, policies, and procedures
• Assists and oversees data call requests to include any documentation/reports (e.g. the Threat and Hazard Identification Risk Assessment/Stakeholder Preparedness Review; special event data call). Oversees and participates in the grant monitoring program
• Assists in the development and implementation of the State Homeland Security Strategy and other homeland security strategies, goals and objectives. Assists in the development of the department budget. Assists with the development of and decisions related to the allocation of grant funds. Coordinates and works closely with finance staff on grant management issues
• This position may serve as a delegate in the Deputy Director's absence. Serves as the main Point of Participates in public speaking engagements, provides briefings to senior staff and may represent the Deputy Director at events

| Knowledge, Skills & Abilities (KSAs): |
Knowledge:
• Knowledge of State and Federal laws, rules, regulations and standards relating to the homeland security grant programs; familiar with matters relating to public safety, homeland security, emergency management and response; principles and practices of administration with reference to organization, fiscal management, budgetary development and control, strategic planning; managerial practices and supervisory techniques; state government legislative and administrative processes; software applications and computerized products as they relate to general office functions (Google/Microsoft); ethics for the public workplace
Skills:
• In order to satisfactorily perform the functions of this position, an individual should possess strong leadership and management skills; oral and written communication, interpretation and application of laws, rules and regulations; analysis and evaluation of program effectiveness, interpersonal relations; policy making; decision making and state government processes
Ability:
• To perform the duties of this position, an individual should have the ability to successfully manage subordinate staff; exhibit leadership qualities; communicate orally and in writing; conceptualize and develop strategic policies, procedures and guides in areas on Homeland Security; handle sensitive data properly; formulate calculated decisions; travel inside and outside of Arizona, possess and maintain a valid Arizona driver's license, operate a motor vehicle, and maintain a clean driving record; pass a background check performed by the Arizona Department of Public Safety; and adapt to a dynamic work environment
| Required Education, Licensure, Certification: |
• Bachelor's degree or 10 years of experience in qualified field
| Pre-Employment Requirements: |
• Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)
• Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
• Proof of U.S. Citizenship Required
