| Job Summary: |
The Senior Payroll Specialist is the second level of a two level Payroll Specialist series.
The incumbent serves as back-up for Payroll Manager to perform the functions of HRIS maintenance and the direction of payroll staff. Has authorization of all internal and GAO critical functions when Payroll Manager is out of the office. Position serves as a resource for payroll questions and concerns to management and staff. Ensures proper and accurate payment and reporting of employee wages in compliance with all State, Federal and local entity requirements. Employee is responsible for auditing and correcting leave plans and deferred pay. Employee creates payroll reports, audits for errors, observes trends, suggests new payroll strategies and supports budget team. Trains new staff and review their work. Coordinates the deferred pay by setting up deductions, monitoring use, and creating bi-weekly spread-pay. Assures the quality control of all payroll transactions, paychecks, payroll accounting, and leave accrual accuracy. Audits all pay entry by the payroll specialist and checks the final payroll payments. Reviews staff member related entry for timeliness and accuracy.
Position will be responsible for some or all of the listed duties and/or additional duties that occur from time to time.
This position may be available for remote work within Arizona (3 days per week in the office).

| Job Duties: |
Essential duties include:
-Review ETE payroll, maintain leave balances, prepare and provide reports to employees, supervisors and finance team.
-Ensure that all compute data is entered correctly both electronic entry and manually for multiple positions and stipends. Obtains approved documentation for all payroll transactions. Communicates with employees and supervisors with any issues during compute. Ensures that time records and payroll data entry are archived.
-PPA Review and tracking to ensure that new hires are entered correctly, Leave plans match, pay matches salary schedules, ETE is set up in HRIS, ETE training is completed, direct deposits and taxes are entered. Also ensure that all terms are processed completely according to the termination check list and leave balances are paid out.
-Completes retirement documents for RASL and ASRS Ending Payroll Verification and employment verifications.
-Creates reports in Data Warehouse and HR Writer to follow up on sick leave over 2 year, annual leave balances, overtime, current employees, ETE proxy.
-Trains employees and supervisors regarding time reporting. Assists in the training and development of new payroll staff and reviews work. Attends GAO meeting and prepares documents for payroll recovery.
-Maintain employee files, payroll records and other documentation.
Performs other duties as assigned.

Required Qualifications:
-Associates degree or vocational training in a related field

-Previous payroll work-related skill, knowledge, or experience
-Administrative and clerical procedures: word processing, filing and record keeping, designing forms, and experience in data entry and MS Office skills.
-Governmental economic and accounting principles and practices.
-Analysis and reporting of financial data.
-Business and management principles: strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
-Payroll legal codes, state and federal regulations, agency policy and rules.
-Finance accounting function and budgeting process.
-Customer and personal services.
