DEPT OF EMERGENCY AND MILITARY AFFAIRS

The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Plumber works under direction from supervisor. Employee will be responsible for installing, replacing, and repairing all piping and material used for gas, water, sewer, and venting systems. Makes periodic inspections on plumbing and heating equipment per Civil Engineering preventative maintenance program or a direct work order. Provides necessary service to keep base infrastructure in working order; assists in design/planning phases of construction or remodels including order material and provides customer service to both internal and external customers. Provide call back response to the facilities after-hours/emergency help desk and oversees repair work as necessary on a rotating shift. Must be capable of working one (1) weekend a month on a rotating shift. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Job Duties:

Responsibilities include:
• Determine if gas, water, and sewage equipment are in working order while providing necessary repairs or replacement of faulty equipment or material. Provide cost estimates to perform repairs. Order parts and material for the repair of any and all plumbing items.
• Inspect plumbing and heating equipment to insure all systems are working correctly and are in serviceable condition via a recurring work program system.
• Use specialized tools and material in the plumbing trade to include sewer machines, pipe threaders, jack hammer, soldering and/or brazing torch. Install any and all plumbing fixtures to include underground piping, sinks, boilers, toilets, back flow devices, water heaters, and drinking fountains.
• Ensure all work complies with both national and local building codes. Install and inspect back flow devices per USC manual.
• Ensure proper operation of plumbing systems after repair or installation by inspection. Ensure all new material installations are captured and recorded with the Civil Engineer Operations Production Control section for record keeping. Assist in evaporative cooler start up and shut downs as needed.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Principles and practices of commercial plumbing.
• Specialized tools, material and installation in all phases of the plumbing trade.
• Trade specific tools to include but not limited to threaders, sewer machines, manometer, pipe cutters, and grooving tools.
• Gas, water, and sewer systems.
• Federal and local Safety standards.

Skilled in:
• All aspects of the commercial plumbing trade.
• Preventive maintenance inspections and related repairs, to include remodeling and construction activities.
• National and local building codes, to include reading and interpreting blueprints.
• Piping replacement and all tools and/or equipment related for such replacement.
• Oral and written communications.
• Computer usage.
• Customer service and interpersonal relationships.
• The use of specialized tools to include pipe cutters, reamers, threading machines, sewer snakes/cables, and Victaulic grooving machine

Ability to:
• Plan, coordinate, comprehend and prioritize a variety of plumbing projects.
• Read, understand and interpret plans and blueprints.
• Work outside in extreme temperatures.
• Understand complex piping systems.
• Complete assignments timely with minimal supervision.
• Problem solve.
• Provide outstanding customer service.
• Effectively communicate verbally and in writing with both military and non-military personnel to accomplish assigned missions.
• Operate and use computers and computer programs such as Microsoft Word, Excel, Power Point, One Note, Etc.

Selective Preference(s):

3 years work experience as a plumber or any combination of training and experience that meet the knowledge, skills and abilities (KSA's) may be substituted.

• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In-State travel is required.
• Must be a U.S. citizen.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining/maintaining a Common Access Card (CAC) within one year of hire.
• Employment is contingent on favorable post-offer medical/physical examination.
• Must meet all eligibility requirements to enter other federal installations such as Davis-Mothan Air Force Base and Fort Huachuca.
• Must pass an accredited back flow testers course within 6 months of hire.
