Job Summary:

• Provides advanced technical and analytical support to school districts and charter schools to ensure compliance with Arizona student data reporting and school finance requirements.
• Rare in-state travel may be required for this position.

The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.

 

Job Duties:

• Provide technical guidance to school districts and charter schools on statutory and regulatory requirements related to student data reporting, Average Daily Membership (ADM), Teacher Experience Index (TEI), transportation funding, and state aid calculations.
• Analyze ADM trends, identify data discrepancies, evaluate policy impacts, and communicate required corrective actions to school districts and charter schools
• Investigate and resolve data integrity, reporting, and system-related issues, escalating complex technical concerns as needed
• Provide guidance on School Finance requirements through phone, email, and ticketing systems, translating technical and regulatory information into clear, actionable solutions
• Serve as a primary point of contact for School Finance inquiries, supporting districts with reporting, funding, and compliance requirements
• Collaborate with internal teams to maintain data accuracy, process corrections, resolve complex issues, and document solutions to improve processes and identify recurring trends
• Support the development, implementation, and improvement of business processes, operational procedures, and system workflows to ensure compliance with statutory and agency requirements
• Independently lead and manage assigned projects, maintain process documentation, technical specifications
• Assist with User Acceptance Testing (UAT) plans, test scenarios, and validation criteria to ensure system functionality
• Plan, develop, and deliver training materials, presentations, and workshops for Local Education Agencies (LEAs) related to School Finance reporting
• Work independently or as part of a team to deliver training
• Analyze training feedback and operational data to identify trends
• Recommend process improvements based on findings
• Update training materials, procedure manuals, and internal guidance based on gathered feedback
• Maintain a working knowledge of student information systems (SIS) and data-reporting processes

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Familiarity with Arizona Revised Statutes (Title 15) related to student data membership and school finance
• Experience analyzing complex programs and large data sets to identify trends, discrepancies, and compliance issues
• Demonstrated understanding of systems analysis and business process improvement methodologies
• Experience supporting both business operations and information systems, including troubleshooting process and system‑related issues

Skills in:
• Exemplary customer service skills, including responsiveness, accuracy, and follow-through
• Ability to manage inquiries and service tickets, set clear expectations, and document resolutions effectively
• Strong written and verbal communication skills with internal and external stakeholders
• Public speaking
• Experience using database systems and SQL for data analysis
• Intermediate to advanced Microsoft applications, particularly Excel and PowerPoint

Ability to:
• Clearly communicate rules and regulations, legislative guidelines, and program policies to external stakeholders
• Work independently and/or collaboratively in groups as necessary
• Exercise independent judgment in accordance with statutes, regulations, and departmental policies to resolve complex issues
• Manage multiple ongoing projects to meet critical deadlines
• Present complex requirements clearly to diverse audiences, including group and conference settings

Selective Preference(s):

• Preference will be given to those applicants with experience with Arizona Education Data Standards (AzEDS), payment and budget systems, and business rules development.

Retirement:

You will be required to participate in the Arizona State Retirement System (ASRS) upon your 27th week of employment, subject to waiting period. On or shortly after, your first day of employment you will be provided with enrollment instructions and effective date.
