The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as an Information Security Analyst with the Information Technology (IT) Unit. This position is responsible for setting, interpreting, and managing information security policies, procedures, and security related to Division data sharing agreements in order to maintain the confidentiality, integrity, and availability of information in compliance with Department, State, and Federal Security Regulations. This position takes a "big-picture" view of issues relating to the agency's data sharing agreements, and will take a major role or lead related to data sharing agreements that require policy, legal, regulatory, and technical analysis.

| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
• Data Sharing agreements (working with external and internal partners to ensure that sharing of data is done in compliance with all legal and regulatory requirements and with proper contractual safeguards).
• User assistance (inquiries regarding data sharing agreement options, policies, and practices).
• Unemployment Insurance (UI) Cost Recovery (Ensuring cost recovery occurs, accurately and timely, for UI data sharing by invoicing data requesters and coordinating with the DERS budget section concerning proper receipt of requested payments).
• Information Security Policy (Monitoring, review, analysis, implementation).
• Audit (Assisting with program audits related to data sharing agreement activity).
| Knowledge, Skills & Abilities (KSAs): |
Knowledge in:
• Data sharing policy, security, legal requirements, regulatory requirements, and administrative requirements.
• Management of both physical and logical information security systems.
• Information Technology (IT) and telecommunications security trends and practices; development of data security policies and procedures; IT Security Standards; WA/EEA/RSA/CCA/RAA applications security; knowledge of directives and practices required to prepare internal and external data sharing agreements.
Skill in:
• Written and oral communication to convey a wide variety of information.
• Policy, legal, and regulatory research.
• Technical presentation, outstanding interpersonal and communication skills, and problem-solving.
Ability to:
• Research, understand, and apply data sharing directives, determine data sharing agreement content, and develop data sharing agreements.
• Learn and comprehend complex State and Federal security regulations and requirements, and communicate them in meaningful ways.
• analyze business needs of the agency and apply the findings to make decisions on structure, types of technologies, and implement appropriate solutions based on business needs.
| Pre-Employment Requirements: |
• Have an Associate’s degree plus 1 -3 years of experience in information security analysis (or equivalent experience).
• Candidate shall have or meet the requirements to obtain prior to their first day of employment, a valid Level One Arizona fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

| Retirement: |
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement.
