Job Summary:

The Arizona Department of Administration (ADOA), General Services Division, is seeking a qualified Building & Planning Manager to oversee critical real property and infrastructure operations. In this leadership role, the selected candidate will supervise a team of eight direct and indirect staff members responsible for tenant improvements, real property asset management, agency relocations, and capital planning. Core duties span project programming and feasibility analysis, management of complex construction and renovation projects, budget forecasting, policy and procedure formulation, space planning, and the strategic maximization of capital and fiscal resources across both state-owned and leased properties. Additionally, the manager directs key special initiatives and leads the development and execution of the annual Capital Improvement Plan submitted to the Governor's Office. This comprehensive planning process encompasses project selection for land acquisition, new construction, building renewal, deferred maintenance, and facility condition assessments for both ADOA-managed facilities and 23 partner state agencies within the ADOA Building System.

Job Duties:

Capital Improvement Planning & Project Selection

  • Prepares and coordinates with the Capital Planner, the annual ADOA Building System Capital Improvement Plan for submission to the Governor’s Office.
  • Collects, analyzes, and maintains complex project data and technical information regarding current and deferred capital funding needs.
  • Evaluates facility conditions and building component life cycles to recommend projects for the annual building renewal funding allocation plan presented for Joint Committee on Capital Review (JCCR) favorable review.

Staff Leadership & Operations Management

  • Provides leadership, guidance, and direct supervision to section personnel, including Tenant Improvements, space management, capital planning, and supporting staff.
  • Assigns work, develops operational plans and procedures, establishes schedules, and evaluates performance to ensure goals, objectives, and target dates are met.

Construction Project & Contract Management

  • Manages and oversees multiple large, complex construction and renovation contracts from inception through completion.
  • Develops and drafts detailed scopes of work, prepares requests for proposals (RFPs) for outside professional services, and negotiates fee proposals.
  • Reviews architectural and engineering plans, technical specifications, and project schedules in coordination with Project Managers and the GSD Facilities Operations and Maintenance section.

Financial Oversight & Budgeting

  • Approves, monitors, and reconciles expenditures charged against active construction contracts to ensure fiscal accountability.
  • Coordinates cost estimates and project budgets, tracking progress to guarantee allocated funds are encumbered and spent within legislative appropriation guidelines and timeframes.
  • Generates monthly project status and expenditure reports for executive leadership, the Legislature, and external stakeholders.

Space & Real Property Management

  • Applies space management theories and enforces state space standards to plan, allocate, and manage facility space effectively.
  • Directs and oversees agency relocations, moves, and tenant improvement initiatives across state-owned and leased properties.
  • Manages space allocations, modifications and rent charges across all ADOA owned and operated facilities.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Principles and practices of architecture, construction engineering, and facility maintenance.
  • Capital investment expenditure planning, budget forecasting, and cost control accounting.
  • Federal, state, and local statutes, including public purchasing, contracting, and building codes.
  • Alternative construction project delivery methods and commercial construction practices.
  • State budget and procurement policies, including JCCR processes and legislative appropriations.
  • Theories of space management, space allocation standards, and real property principles.
  • Personnel management, supervision, and team leadership principles.

Skills in:

  • Reading, interpreting, and evaluating architectural drawings, blueprints, and engineering specifications.
  • Developing complex scopes of work and drafting requests for proposals (RFPs).
  • Developing, monitoring, and managing multi-project schedules and project budgets.
  • Utilizing database and spreadsheet applications for capital planning, fund management, and data analysis.
  • Advanced written and verbal communication, research, and mathematical analysis.
  • Negotiating fee proposals and managing complex construction contracts.

Ability to:

  • Supervise, guide, and evaluate a multi-disciplinary team to meet organizational goals.
  • Analyze complex issues, define problems accurately, and make practical recommendations.
  • Formulate operational procedures, work methods, and capital allocation plans.
  • Communicate technical information clearly and concisely to leadership, legislators, and stakeholders.
  • Perform detail-oriented work under pressure while meeting strict legislative and agency deadlines.
  • Collaborate effectively with state agency leaders, architects, engineers, and local planning officials.
Selective Preference(s):

Preferred Qualifications:

  • Bachelor's or Master's degree in Urban Planning, Business or Public Administration, Facilities Planning, Architecture, Construction Management, or a closely related field.
  • Five (5) or more years of progressively responsible experience in facilities capital planning, including facility master planning, capital budgeting, and strategic facility assessments.
  • Previous experience in a supervisory role.
  • Direct experience with State of Arizona budget, procurement, and legislative processes, including joint committee reviews (e.g., JCCR) and statutory reporting.
