Job Summary:

Supervises all payments to contractors, consultants, local governments, railroad and utility construction and in support of the highway construction program along with other programs. Responsible for the oversight on all chart of account elements for all related construction payments, reimbursements and in-kind entries and oversees all internal/external audits for those payments. Responsible for following all prompt pay statutes in accordance with all Arizona Revised Statutes.

This position may be available for remote work within Arizona (2 days per week in the office/hoteling).

Job Duties:

Supervises all payments to contractors, consultants, local governments, railroad and utility construction and in support of the highway construction program.

Assists and trains staff on system issues and requirements along with new innovations and procedural updates and all cross training within the unit.

Assists with development and change management of the Utility analysis and Abandoned Vehicle program.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Automated accounting system: to process vendor payments.
  • Microsoft and Google applications and general databases to prepare spreadsheets.
  • Prepare correspondence to staff and areas outside of the unit/department.
  • Modify and run reports using SQL inquiries.
  • Accounting and math: to ensure accuracy of payment coding and to calculate monies on purchase orders to ensure that invoices will be processed accurately.

Skills in:

  • Delegating tasks to subordinates.
  • Directing staff in following proper procedures and rules.
  • Prioritizing workflow in the unit.
  • Directing, training and evaluating subordinates.
  • Promoting positive attitude in work environment.
  • Interpreting financial data.
  • Researching and correcting errors.
  • Oral and written communication skills to include effectively communicating with staff,  other units/departments and with internal and external customers.

Ability to:

  • Professionally communicate with others
  • To understand and anticipate constituent and stakeholder concerns.
  • Organize and time management.
  • Make sure job responsibilities are completed in a timely manner.
  • Handle any unexpected workload effectively.
  • Understand and comply with rules, policies, and statutes.
  • Ensure items recorded in the financial system are following all applicable statutes, policies, rules governing their entry.
Selective Preference(s):

Bachelor's degree with a major in accounting from an accredited college or university; OR a Bachelor's degree in a related field with a minimum of 24 semester hours of accounting courses and previous relevant work experience which include supervisory experience.

Two years of governmental accounting experience and two years of supervisory experience.

Advanced knowledge of Microsoft and Google tools and applications is preferred.

Pre-Employment Requirements:

Valid state driver's license with an acceptable 39 month driving history.
