The Economist Senior is responsible for conducting research and completing reporting on the collection and distribution of state and local taxes collected by the Department, forecasting revenue for various tax types, and also for the preparation and evaluation of the financial impacts of proposed revenue and expenditure legislation. Additionally, this role is responsible for the preparation of statutorily required reports and may serve as staff on one or more Commission committees.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties Include but are not limited to:

Research, Analysis, and Reporting:

  • Performs research, analysis, forecasting, and evaluations related to the collection and distribution of taxes collected by the department
  • Researches, prepares, and evaluates the financial impacts of proposed revenue and expenditure legislation
    Conducts independent research and/or serves as a project leader in research groups to conduct complex studies
  • Prepares statutorily-required reports in full or in part, as well as other general reporting requests, as needed
  • Conducts research as appropriate within the goals and objectives of the agency
  • Responds to technical research requests, in some cases using advanced statistical methods such as regression and time series analysis, from the Director, Deputy Director, the Governor's Office, the Legislature, the public and other government agencies (in-state and out-of-state). May identify tax return errors and processing problems during research and recommends corrective action

Leads and/or Supports Special Projects

  • Serves as a group lead or participates as a team member for the research efforts of special projects, such as department implementation of legislation, as needed
  • Administers programs as directed by statute, such as tax credit programs, as needed
  • Serves as staff for one or more Commission committees, such as the Economic Estimates Commission and/or the Property Tax Oversight Commission, as needed

Agency/Department Compliance & Continuous Improvement

  • Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and other continuing education opportunities.
  • Actively contributes to team and individual effectiveness through the following: -Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicated
  • Completes all required training in a timely manner.
  • Participates in assigned work teams as appropriate.
  • May complete periodic metrics, projects, huddle boards and reports as requested. Prepares for and actively participates in 1:1 coaching with supervisor
  • Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned.

Knowledge

  • Working knowledge of federal and state tax laws statutes, regulations, and court rules
  • Working knowledge of Department policies and procedures
  • Working knowledge of all applicable tax types such as income, corporate, transaction, transactive privilege, withholding, and tobacco
  • Extensive knowledge of research methodologies and best practices
  • Extensive knowledge of economic principles and statistical analysis techniques

  • Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety

  • Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner Ability to understand and solve problems by: applying advanced analytical skills to include collecting all relevant information and data needed to address the problem; organizing, classifying, and synthesizing the data into core issues; identifying the most probable causes of the problem; reducing the information down into manageable components; identifying the logical outcomes from the analyses of the data collected; and identifying the options and solutions for addressing the problems analyzed.

The ideal candidate for this position will have:

  • Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as Bachelor’s Degree (e.g., B.A.), training, coursework, and work experience relevant to the assignment.
  • Minimum of four years' experience of economic, accounting, or research work
  • Bachelor’s or Master’s Degree in Economics or a related field
