Departmental Mission Statement: The Fiscal Affairs Department of the Trial Court responsible for the administration and oversight of the financial functions of the Trial Court. This work is accomplished through the eight organizational units in the Department, including: Accounting; Budget; Internal Audit; Financial Planning and Analysis; Fiscal Systems; Grants; Payroll; and Procurement. The Fiscal Affairs Department oversees and processes all financial transactions from funds appropriated by the legislature and available through grants, trusts, and capital allocations for 119 court divisions, the Administrative Office of the Trial Court, the Administrative Offices of the seven Trial Court departments, the Sentencing Commission, the Office of the Commissioner of Probation, and the Office of the Jury Commissioner.

Position Summary: Working within the Fiscal Affairs Department of the Office of Court Management for the Massachusetts Trial Court, the Payroll Supervisor is responsible for supervising the daily operations of the Payroll Section of the Fiscal Affairs Department. The Payroll Supervisor oversees all aspects of payroll and provides technical assistance on the Human Resources Compensation Management System (HRCMS). This position is also responsible for ensuring compliance for a variety of payroll actions that are approved and processed through HR/CMS and contributing to the ongoing formulation of policy and compliance for HR/CMS, and related areas as necessary.
Supervision Received: Reports to the Manager of Fiscal Affairs, Operations Section and receives work assignments and supervision from the Manager within established guidelines.
Duties:
• Provide direct assistance and oversight to OCM payroll staff concerning compliance with regulations and procedures as they pertain to time and attendance, non-cash fringe benefits, and DCAP/HCSA;
• Ensure compliance with state finance laws and Trial Court policies and procedures; Responsible for processing and oversight of settlements, judgments, wage garnishments and retroactive payments;
• Assists the manager is the development and implementation of annual goals and objectives;
• Regularly resolves complex and time sensitive payroll issues than arise each pay period;
• Demonstrated ability to perform payroll and related fiscal activities of a complex and non-routine nature, including researching issues and recommending feasible solutions;
• Generates complex ad hoc reports out of the Commonwealth Information Warehouse as needed;
• Demonstrated ability to independently complete assignments and to handle multiple assignments;
• Acts as a liaison for the payroll section to both internal and external entities;
• Conducts training for end users of HRCMS.
Minimum Requirements: These are the minimum requirements necessary to apply for the position of Supervisor of Payroll:
• A Bachelors' Degree in Business Administration or equivalent major from an accredited college or university and (5) five or more years of experience in automated payroll systems and related services; or an equivalent combination of education and relevant experience;
• Extensive knowledge of the Commonwealth of Massachusetts Human Resources Compensation Management System (HRCMS) is strongly preferred;
• Advanced knowledge of and ability to provide technical assistance and to assist in providing payroll training to court personnel;
• Demonstrated ability to adapt quickly to changing circumstances and develop workarounds for issues that require timely resolution;
• Demonstrated ability to research issues and to recommend feasible solutions; Demonstrated ability to independently complete assignments and to handle multiple assignments;
• Demonstrated ability to analyze and determine the applicability of financial data, to draw conclusions and make appropriate recommendations;
• Demonstrated ability to gather information by examining records and documents and to interview individuals concerning those records;
• Demonstrated ability to maintain accurate records;
• Strong interpersonal skills and the ability to work professionally with persons at all levels, including judges, and to maintain effective working relationships;
• Demonstrated ability to handle sensitive matters on a confidential basis;
• Ability to travel to courts within the Commonwealth as required;
• Strong writing skills and a comfort level with public speaking;
• Demonstrated ability to perform highly complex and non-routine projects.
