Salary Range:  $84,276(Minimum)- $105,336(Mid-Point) (Salary is to commensurate with education/experience and internal equity)

Contract Term Length: 12 Months

Job Summary

Position Summary:
The primary purpose of this position is to design and implement enterprise-level data strategies and security frameworks for databases, data warehouses, data lakes, and advanced analytical platforms. This role ensures the integrity, scalability, and security of data systems across the organization, supporting both operational and analytical needs.

Key Responsibilities:


Data Strategy & Standards:

Define and enforce enterprise standards for database architecture, data structures, programming practices, query optimization, and security protocols.
Establish best practices for data warehouse and data lake environments.



Database & Data Warehouse Design:

Model, design, and construct large-scale relational databases and data warehouses using advanced techniques such as columnar storage, star-schema, speed tables, fact-dimension modeling, and AI-driven data modeling.
Optimize data models for performance and scalability across enterprise systems.



Security & Compliance:

Develop and implement enterprise security strategies for data warehouses and related infrastructure.
Ensure compliance with organizational and regulatory data security standards.



Cloud & AI Integration:

Design and optimize workflows for Oracle Cloud Infrastructure and Oracle Analytics Cloud.
Integrate AI systems into existing data warehouse structures and enhance system performance and functionality.



ETL & Data Movement:

Design and maintain Extract, Transform, Load (ETL) processes for efficient data movement between source and target systems.
Ensure data quality and consistency across all enterprise data platforms.





Job Duties:

A technical advisor who has experience with a wide variety of client and back-end systems, understand and solve the challenges of developing on the various client platforms and interfacing with the back-end systems and the vendors that host them

Work across functional and technical teams within Technology Solutions, Marketing, and other business units to drive consensus in product development and launch cycles for each application or feature

Work with vendors and technical teams to define application requirements and features for students, faculty, and staff

Provide security leadership and support for all KCTCS IT areas

Minimum Qualifications:

Bachelor's Degree and four (4) years of relevant experience or equivalent.  

Preferred Qualifications:

Master's Degree and six (6) years of relevant experience or equivalent

Additional Skills Requested:

• Programming in SQL, PL/SQL, T-SQL, Phyton, Java, Unix Shells, Redshift, Oracle Data Integrator, AWS Glue, BI Publisher, SQR, XML Publisher, PS Query, etc.
• Has a strong knowledge of relational, columnar, and multi-dimension databases (Oracle, Redshift and Snowflake preferred)
• Strong verbal, presentation, and written communication skills
• Experience with responsive design and programming
• Functional knowledge of Identity Management Systems.
• Experience with Oracle Cloud environment on Oracle Analytic solutions including: Oracle Analytics Server (OAS), Oracle Data Integrator (ODI), Autonomous (ATP & ADW), Base Oracle database and Oracle Cloud Identify Management (IAM-SSO)
• Experience developing and maintaining reporting solutions in Oracle Cloud Infrastructure
• Familiar with Oracle Cloud administration and management processes to maintain the KCTCS Cloud Data Analytics cloud data warehouse environments.
