Job Duties:

This is a continuous recruit position located in Chesterfield.

The mission of the Virginia Industries for the Blind (VIB) is to employ and develop Virginians who are Blind, Visually Impaired or Deaf Blind to achieve their desired level of employment through the manufacture and delivery of quality products and services.

VIB is seeking a Contract Closeout Specialist CMS /Chester to perform complex contract closeout support functions for Department of Defense cost type or fixed price contracts.

The Virginia of the Department for the Blind and Vision Impaired is an enterprise division within DBVI. VIB is an accredited affiliate of the National Industries for the Blind, and a manufacturer and distributor of products and services provided under the provisions of the Javits-Wagner-O’Day Act and the Ability One Program.

Minimum Qualifications:

The ideal candidate will have:

Knowledge/Experience -

  • Highly proficient in MS Office products, Word, Excel, Access and Google Docs with or without adaptive technology.
  • Working knowledge of business communications practices and procedures, proper grammar, spelling and punctuation.
  • Experience, knowledge, or training in the areas of Business, Accounting and/or Finance.
  • Proficient at basic math skills.

Skills/Abilities- 

  • Ability to be trained on various Government systems used to perform contract closeout.
  • To interpret and analyze information.
  • Good analytical and independent problem-solving skills.
  • To function in a team environment, demonstrate strong interpersonal and customer service skills. 
  • To comprehend written closeout center standard operating procedures, sound verbal and written communication skills.
  • Perform duties without direct supervision, following verbal and written instructions and to accurately conduct self-research and contact outside entities for contract completion document.

Additional Considerations:

  • Experience with SPS/Procurement Desktop Defense (PD2).
  • Electronic Document Access, (EDA).
  • Wide Area Workflow (WAWF) or similar federal contract or payment systems and other related contract systems.

Special Instructions:

 

  • Complete required Defense Acquisition University (DAU) contracting training.
  • Pass and maintain a favorable NAC background check conducted by the Defense Security Service for this ADP/IT-II position prior to commencing work and must maintain the level of security required for the life of the contract. Assignment to an ADP/IT-II position requires favorable adjudication as stated in Department of Defense Instruction 5200.2R and in accordance with the Revised Federal Investigative Standards.
  • A fingerprint-based National Agency Check and Law and Credit (NACLC)(ADP/IT-II) investigation will be required of the finalist candidate. Employment is contingent upon favorable adjudication of this investigation. This process can take up to 4 months or longer until investigation is complete.
  • Must be a US Citizen or have been a US resident for 5 years.

 

This role is defined as “direct labor”. Federal law requires VIB to fill at least 75% of its direct labor roles with qualified candidates who are blind.
