Job Duties

The Virginia Department of Behavioral Health and Developmental Services is seeking an accomplished healthcare executive to effectively lead Eastern State Hospital (ESH), a 302 bed, Joint Commission accredited inpatient psychiatric hospital located in Williamsburg, VA.

Our forensic, adult, and geriatric inpatient programs offer high quality behavioral health and recovery services to persons we serve in a modern, single-story facility. Located in the Historic Triangle of Virginia, we are just minutes away from Colonial Williamsburg, Yorktown, and Jamestown. The area is known for its world-renowned golf courses, the College of William and Mary, and a wide variety of dining, recreational, and shopping opportunities. Within a short driving distance are the Richmond and Washington metro areas, the mountains of the Shenandoah, and numerous beaches on the Chesapeake Bay and Atlantic Ocean. The area enjoys a mild climate and provides for a variety of cultural, historic, sports, and recreational venues.

The major function of this position is to create an environment that enables the persons served to achieve their desired outcomes; supports a multilayered, dynamic workforce; ensures a recovery oriented, person-centered, and trauma informed system of care; and fosters collaboration among all facility stakeholders including persons served, their families, facility staff, community based consumers, regional providers, community service boards, the judicial system, and advocates. As the hospital chief executive officer, the incumbent will provide consistent management of outcome-based service delivery; effective human resources management including competency-based training; astute financial management of a $100 million annual operating budget; leadership of general hospital administration; and meaningful quality oversight and performance improvement activities. The incumbent will also work efficiently and effectively with appropriate community and governmental agencies, as well as participate in all aspects of regional and statewide planning for the delivery of publicly funded behavioral health services. The incumbent will also work to obtain Centers for Medicaid and Medicare deemed status certification as a psychiatric inpatient hospital.

Minimum Qualifications

Considerable knowledge of the principles, theories, and concepts of leadership and management; of trauma informed, recovery oriented, and person-centered planning; of fostering high reliability and a culture of safety in healthcare settings; of strategic and operational planning, of managed care principles and incentives; of census management and reduction; and budget and human resource development and management.

Demonstrated knowledge, skills, and abilities to:

* Successfully lead and manage comprehensive behavioral health services
* Oversee and lead and manage the administrative and business operations of a complex, multi-faceted hospital
* Progressive leadership experience in the management and administration of a behavioral health organization
* Interpret and apply policy
* Analyze and synthesize large amounts of data and develop logical conclusions, recommendations, solutions, and presentations suitable to the audience
* Oversee and effectively manage human resources, financial programs, and strategic and operational planning
* Direct the work of multi-disciplinary teams of behavioral health clinicians, professionals, and administrative staff
* Provide effective leadership to a network of diverse groups and public/private community based treatment programs and providers
* Effectively communicate with consumers, their families, all levels of facility staff, advocacy organizations, elected officials, and community based providers.

Additional Considerations

Prior experience with executive leadership of programs for individuals with criminal justice involvement/forensic status, geropsychiatric care, the operation of inpatient services, leadership in an inpatient hospital environment, and management of a large, complex organization.
