Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking two motivated individuals to serve as Community Resource Consultants. These positions will serve as subject matter experts regarding the provision of home and community-based services by developing and delivering technical programmatic assistance, mentoring, coaching, and organizational development support to DD Medicaid Waiver providers and potential providers regarding DD Community Medicaid services statewide. These positions will also build DD system capacity at the individual, provider, and system levels, participate in the on-going development of the three waivers in response to changes over time, and support the achievement of Settlement Agreement Performance Measure Indicators and additional defined measures. These are full-time teleworking positions with travel as needed to Richmond and other locations in Virginia.

Additional responsibilities include, but are not limited to:
• Providing technical assistance and training to DD providers.
• Assisting in the development of guidance materials to support the quality and availability of services.
• Representing the prevailing view of DBHDS in assigned area.
• Holding focus groups with providers interested in integrated, employment, day, and residential options to provide information, resolve barriers, and increase interest.
• Responding to provider concerns as they arise to provide information to individuals, families, providers, CSBs, and other professionals as needed.
• Consistent adherence to state and federal regulations covering the administration and execution of services provided.
• Ensuring that knowledge of regulatory requirements associated with CMS, DMAS and other applicable regulatory entities is current and appropriately applied.
• Providing summaries of work completed including Training Evaluations, Training Attendance Logs, Activity Reports, Notes, etc.

Minimum Qualifications

• Developmental disability educational knowledge and professional experience, including direct experience in the delivery of community DD services and supports.
• Understanding of best practices in DD services.
• Knowledge and experience in the implementation of quality assurance/quality enhancement (QA/QE) systems in provider agencies and/or extensive management experience with QA/QE systems.
• Ability to communicate effectively, including in writing; to develop and implement projects; to develop and sustain relationships; to work well independently, and on a team.
