The General Accounting division in the Department of Accounts (DOA) is seeking a qualified individual for an Assistant Director position.

DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

**This position has a hybrid work schedule with three days per week working in the office in downtown Richmond, VA.

Job Duties

Serves as an Assistant Director in the General Accounting Unit to oversee the integrity of the Commonwealth’s accounting data and compliance with the Appropriation Act, Code of Virginia, and established policies and procedures. Supervises and reviews complex and critical statewide reconciliations, analyses, and entries to ensure they are performed in compliance with internal control best practices. Directs and manages the accounting and control activities peculiar to year-end processing. Executes Locality Distributions as required by the Appropriation Act and Code of Virginia. Oversees the daily Cash Reconciliation process, ensuring that cash in Cardinal reconciles to cash in the Department of the Treasury’s (TRS) system, Frontier. Oversees the Higher Education Restructuring process, reviewing Tier I, II, and III Higher Education Restructuring allocation schedules, reconciliations, other analyses, and entries to ensure they were prepared accurately. Oversees the Non-General Fund Interest process to post interest to non-general funds that have been authorized to retain their interest by the Constitution, Code of Virginia, Appropriation Act, or the Comptroller. Oversees the ChartField Maintenance process to include, but not limited to, establishing business units, funds, programs, accounts, capital projects, and FIPS in Cardinal. Oversees the Comptroller’s Debt Setoff (CDS) and Central Agency Budget processes. Reviews Agency to Agency (ATA) GL Journals and Cardinal queries for accuracy. Performs a month-end close review to ensure all required recurring and non-recurring GL journal entries are processed correctly. Participates in General Accounting Operations projects as a subject matter expert. Responds to requests or inquiries from DOA management, other state officials, and external sources. Recommends accounting policies and procedures related to the responsibilities of the General Accounting Operations Unit. Participates in the legislative review process during the General Assembly Session. Provides subject matter expert support for ARMICS and APA requests.

Minimum Qualifications

Knowledge of financial operations, internal control procedures, and state and federal law and regulations. Working knowledge of Principles of Accounting, Generally Accepted Accounting Principles (GAAP) for government, and MS Office Suite (Word, Excel, and Access). 

Strong working knowledge of Oracle PeopleSoft Financial applications. Strong organizational, process improvement, analytical, and oral and written communication skills.

Demonstrated ability to apply GAAP, financial operations, internal control procedures and state and federal law and regulations, analyze and resolve complex problems and to develop and implement complex accounting procedures and reports, work collaboratively with management, staff, and agency personnel; research and resolve financial issues; communicate effectively with internal and external staff; organize, prioritize and evaluate the work of others; understand, develop, and apply policies and procedures; collect, maintain, and secure sensitive supplier data; conduct business with integrity and respect; identify alternatives and propose changes that improve quality and efficiency; and supervise professional accounting staff engaged in a variety of statewide fiscal and accounting functions.

Additional Considerations

Considerable experience applying generally accepted accounting principles (GAAP), financial management, developing policies and procedures, and using automated financial/accounting systems.

Experience relating to governmental accounting. Experience with supervising professional-level staff engaged in a variety of statewide fiscal and accounting functions preferred.
