Job Duties

This position will serve as a Project Engineer in the agency’s Transit Division, assisting with the oversight of engineering and construction activities for a portfolio of projects funded by the Commonwealth of Virginia. This position will be responsible for providing engineering expertise and services, including managing architectural/engineering consultants and reviewing project estimates and readiness; ensuring all Federal, State and Local requirements are appropriately considered during project development and delivery; and monitoring project progress against schedule and budget, reviewing project invoices and field verifying the accuracy of such invoices, for assigned projects. Further, this position is responsible for protecting the Commonwealth’s financial interest for DRPT-funded projects, ensuring project goals and requirements are met as well as providing project updates to the Engineering Manager, senior management and project stakeholders, as requested.

The Department of Rail and Public Transportation offers a generous total compensation package. Well qualified candidates will be eligible to negotiate Exceptional Recruitment Incentives. Minimum Qualifications

• Demonstrated understanding of civil engineering principles including design and construction practices related to the development and delivery of transit, railroad, roadway and highway projects including Federal and local (state, county, or city), AASHTO, NACTO, VDOT, PROWAG and AREMA standards
• Ability to review and interpret the following: Roadway sections, Alignment/Right of Way plans, Temporary erosion control plans, Site preparation plans, Roadway profiles, Drainage plans and profiles, Utility Plans, Paving, Pavement marking and Maintenance of Traffic Plans
• Ability to perform oversight necessary to validate contract compliance related to capital construction projects
• Ability to participate in multi-disciplinary planning and programming processes – providing input on engineering aspects of planned projects.
• Ability to understand complex funding programs and to stay abreast of planned and active projects in the Commonwealth (program management).
• Ability to effectively and efficiently communicate verbally and in writing.
• Experience working with a team in the preparation of plans, specifications, and estimations for projects of various sizes and complexity.
• Ability to write scopes of work, proposal evaluation criteria, technical specifications and negotiating agreements with consultants and contractors.
• Familiarity with the Project Management Book of Knowledge and ability to apply proven project management principles and practices
• Bachelor’s degree in civil engineering or related transportation field of study, or a combination of equivalent experience, education, and/or training

Additional Considerations

• Experience in railroad and transit stop and facility engineering, construction, and project management preferred.
• Experience in the management of architectural/engineering consultants preferred.
• Engineer in Training (EIT) designation or Professional Engineer’s (PE) license preferred.
