Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly qualified and motivated professional to serve in the role of Assistant Comptroller in the Office of the Comptroller.

This position will assist the Comptroller with the following critical functions:
• Monthly and annual consolidated financial reporting, both in accordance with generally accepted accounting principles (GAAP) and non-GAAP.
• Appropriation and allotment transactions applicable to the twelve (12) facilities operated by DBHDS.
• Budget oversight and analysis of facility budget operations.
• Compliance and financial risk assessment of community programs funded by DBHDS as a part of federal sub-recipient monitoring.
• Capital outlay financial management and reporting.
• Coordination of activities associated with the annual audit of DBHDS.
• Annual agency risk management and internal control standards (ARMICS) process.
• Provisioning of technical assistance and guidance to the DBHDS Central Office, DBHDS facilities and community programs funded by DBHDS.
• Phasing in of a new financial management system.

Minimum Qualifications

• Experience working with pronouncements of the Governmental Accounting Standards Board (GASB) and knowledge of generally accepted accounting principles (GAAP).
• Knowledge of general accepted auditing standards (GAAS).
• Significant experience with automated financial management systems.
• Experience with internal control risk assessment.
• Experience working with both internal and external auditors.
• Strong analytical skills and ability to work well with a diverse group of people.
• Excellent interpersonal skills.
• Strong verbal and written communications skills.

Additional Considerations

• Experience in Accounting.
• Certified Public Accountant (CPA) designation
• Knowledge of public budgeting system in the Commonwealth.
