Job Duties: 

  • Working with the units reporting to the Vice President of Academic Affairs, develop the budgets for the upcoming fiscal year and biennium.
  • The presentation of the recommendations developed will be made to the University administration, Board of Visitors, State Council of Higher Education of Virginia, Department of Planning and Budget and ultimately the Governor.
  • Work one on one with account managers of the units reporting to the Vice President of Academic Affairs providing technical assistance in monitoring their expenditure budgets, assist in resolving issues in their budgets and assist in adjusting the current year's budget, so that it is effectively managed.
  • Prepare, analyze and dispense reports of data gathered from the Colleague system, or applicable system of the Commonwealth, to document the status of the University’s budget.
  • Prepare various reports and analyses for submission to central offices of the Commonwealth, SCHEV, or the University administration, e.g., respond to request concerning VIV Library Loans or Eminent Scholars, Internal Audit Risk Assessment, Six Year Plans.
  • Enter all finance budget data as required for personal services changes into the Budget Personal Services database; reconcile the budget data in the Cardinal HCM system to the Budget Personal Services database; reconcile the Turnover and Vacancy accounts.
  • Starting with the analysis of needed expenditures, make recommendations to the Executive Budget Director for applicable tuition and fees for the upcoming fiscal year.
  • Prepares requested analyses on higher education issues to project future problems and/or opportunities.
  • Develops recommendations to improve budget procedures to improve budget procedures to increase effectiveness.

Preferred Qualification:

  • Considerable knowledge of Financial Operations, Budgeting, Accounting, Finance, or a related field or an equivalent combination of education, training and professional experience which provides the requisite knowledge, skills and abilities.
  • Requires demonstrated ability to effectively manage multiple projects. Bachelor of Science degree with a major in Accounting, English, Economics, Finance, Management, Public Administration or Computer Science preferred.
  • Master’s degree in business administration, Public Administration Economics, or Finance preferred. Experience in providing excellent customer service to the public required.
  • Experience in Microsoft Office Suite to complete analyses and present results; immediate proficiency in WORD and EXCEL and the aptitude to become proficient with ACCESS within 6 six months, required.
  • Knowledge of and experience in using mainframe and/or server base administrative computer systems required.
  • Knowledge of and experience in the Commonwealth’s Department of Planning and Budget Performance Budgeting System preferred.
  • Knowledge of and experience in the Commonwealth’s Cardinal Accounting system preferred.
  • Knowledge of and experience with the Commonwealth of Virginia’s planning and budgeting cycle, preferred.
  • Knowledge of budgeting for public higher education institutions preferred.
