The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Regulatory Specialist in Richmond, Virginia. This position supports Division of Law Enforcement in the Department of Criminal Justice Services. What you will do:
● Coordinate the Administrative Process Act processes for all regulations under the purview of DCJS.
● Coordinate periodic review of DCJS assigned chapters in the Virginia Administrative Code.
● Coordinate construction and approval of appropriate chapters of the Virginia Administrative Code in support of development of training standards for all regulated professions.
● Submit a weekly report on the status of all regulatory packages undergoing Executive Branch Review.
● Assist Regulatory Coordinator with various updates to quarterly baseline counts, agency reports, and correspondence related to regulatory changes, as needed.
● Assist Regulatory Coordinator in actions for other divisions of the agency, to include periodic reviews.
● Monitor passed legislation for legislative mandates that affect law enforcement and/or DCJS as a whole, as needed.
● Receive and process suggestions for revising existing training standards and how they potentially affect training standards/law enforcement training procedures and regulation in the Commonwealth.
● Assist the Lesson Plan Coordinator with the development and review of model lesson plans/curriculums, as needed.
● Aid with facilitating meetings with SME groups in the development of the lesson plan curriculum, as needed.
● Assist the Decertification team with all appeal hearings, as needed.      

Minimum Qualifications

What the ideal candidate must possess:
● Working knowledge of the Virginia criminal justice system and documented experience working with law enforcement stakeholders.
● Working knowledge of the statutory and regulatory process.
● Ability to draft professional reports, correspondence, and give presentations to internal and external stakeholders.
● Ability to think strategically and cross culturally, and independently implement new initiatives and projects.
● Ability to articulate, both orally and in written form, clear and concise program objectives and goals and summarize achievements of programs in reports and other documents as requested.     
● Documented experience working as an active, contributing team member, as well as an independent and self-motivated employee.
● Demonstrated ability to meet critical deadlines, handle multiple assignments, changing priorities, and ensure timeliness and quality of completed assignments.

Additional Considerations

● Experience with professional standards (preferably in Virginia law enforcement) and regulation, and the amendment and promulgation of Administrative Code and model policies.
● Demonstrated experience working with the Virginia Administrative Process Act
● Familiarity with the Virginia Regulatory Information System (RIS), and the Virginia Regulatory Town Hall.
● Documented experience working collaboratively with law enforcement agencies and criminal justice training academies.
● Extensive understanding of the Administrative Process Act, as found in Title 2.2, Chapter 40 of Code of Virginia, and recent changes enacted by Governor Youngkin’s Executive Order 19.     

Special Instructions

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The anticipated starting salary range is $70,000 to $80,000 plus the state’s benefits package.
