Job Duties

This position supports the SE Region and can sit in either the Hampton Roads (Suffolk) or Richmond (Colonial Heights) District.

The Virginia Department of Transportation’s (VDOT) is excited to offer and announce a competitive opportunity to serve as a Right of Way Specialist in the Right of Way Division. The selected candidate will actively participate as a multi-faceted team member to accomplish project objectives (milestones), achieve project quality, assure cost effectiveness and meet advertisement schedules. Complete routine and complex assignments in the legal section of Right of Way.

This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:
• Assists management with preparing reports, attending PE meetings when requested, and assist with setting up Regional Meetings.
• Inputs data in appropriate systems including the Right of Way and Utilities Management System (RUMS).
• Provide Technical Support - Provide guidance and advice to maximize production, accuracy and timeliness. All legal considerations are taken into account. Support management. Work with the engineering sections, while minimizing negative impacts on private property and taking sensitive issues into consideration.
• Program Assistance - Provide technical assistance to the Plan Review Manager. Assist with the preparation of estimates, completion of plan reviews, tracking project budgets and estimate assignment workload utilizing spreadsheets. Pull assessment data from localities, along with other duties as required.
• Provide Administrative Support - Provide administrative support to the Plan Review Manager and their staff in the preparation and use of tracking spreadsheets, entering estimate data into PCES and other estimate forms and spreadsheets. Assist with the preparation of plan review comment forms, obtaining information from locality assessment and zoning offices, and other duties as required to assist the plan review and estimate programs.
• Perform Technical Reviews - Perform technical reviews of estimates, plans, property descriptions, including centerline, metes and bounds and plats, as required. Communicate orally and in writing to regional staff to make necessary corrections, additions, or deletions so that documents can be further processed.

Minimum Qualifications

• Knowledge of how to maintain and accurately record time charges as required by Management.
• Knowledge of project management and ability to research project schedules.
• Knowledge of processes for attending job related training and meetings.
• Knowledge and experience in organizing, planning, and prioritizing workload.
• Knowledge and experience with personal computers and associated systems.
• Knowledge and experience in compiling information for data entry purposes.
• Skill in the use of computers and web-based applications.
• Ability to work independently and complete routine work assignments with an attention to detail.
• Skill in interpersonal communication with competencies in persuasion and conflict management.
• Ability to provide direction and technical assistance to diverse customers.
• Ability to conduct legal research.
• Ability to read and interpret plats and plan sheets.
• Ability to make independent decisions based on analysis of available information.
• Ability to create and utilize spreadsheets.

Additional Considerations

•Knowledge of right of way acquisitions.
• Knowledge of highway plan reading.
• Considerable knowledge with web-based applications.
• Considerable knowledge and/or experience with Geographic Information Systems (GIS), Google Earth, Cardinal HCM and/or Cardinal Financials.
• Knowledge of CADD programs and applications.
• Considerable knowledge of principles and practices of providing good internal and external customer service.
• A combination of training, experience, or education in the right of way disciplines or related field desired.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
