Operating entirely on revenue from game sales, rather than tax dollars, the Virginia Lottery generates more than $2.0 million per day for Virginia’s K-12 public schools. The Virginia Lottery also licenses and regulates casino gaming and mobile sports betting.
The Virginia Lottery is currently seeking a Change Control Analyst to join our Information Technology Services Department.
The Change Control Analyst is responsible for ensuring the quality and functionality of both internal employee-facing enterprise applications as well as public player-facing online systems and mobile apps across various devices and platforms. This analyst will work closely with development and report to the Change Control manager. In addition, this role will work with project teams to identify, document, and track bugs and collaborate with both internal and external groups and business units to ensure that the implementation and enhancement of the systems are aligned with the strategic directions set for the Virginia Lottery.
Change Control and Testing Responsibilities will include:
• Application and System Evaluation & Integration.
• Responsible for the comprehensive testing, integration, and deployment of both internal and externally facing digital assets, including the official Virginia Lottery mobile app and the main web portal.
• Facilitating the testing and change management for scheduled monthly releases, including games available online and at retail locations.
• Timely application of security updates and patches to stay compliant while minimizing disruptions to Lottery business and operations.
• Load testing overall system performance and scalability in addition to new features, promotional activities, and mobile app updates.
• Managing all changes to production systems under Lottery control, including review, approval, and monitoring.
• Guiding the technical specifications for test environments across all applications.
• Collaborating with development teams and third-party vendors to facilitate system testing and validating test results is a critical function, ensuring the integrity of system operations.
• Continuous Integration/Continuous Deployment (CI/CD) practices, facilitating rapid and reliable application updates in alignment with agile methodologies and industry best practices.
• Utilization of tools such as Azure DevOps or GitHub for orchestrating and automating the software development processes.
• Leveraging tools that enhance the ability to conduct more sophisticated deployments, manage configurations efficiently, and significantly reduce manual intervention in the build and deploy processes.
• Engaging with different business units to conduct user functional testing, ensuring product reliability and feature completeness.
• Conducting performance tests (load, stress, fail-over, recovery) to meet operational needs.
• Collaborating on penetration tests and vulnerability scans to meet security requirements. Documenting and reviewing system implementation plans, emphasizing go-live and back-out procedures and validating new implementations.
• Facilitating change management functions for all systems, including user applications, operational processes, and system releases.
Note - This position requires in-office work three days per week including Tuesday and Wednesday.
Minimum Qualifications
• Bachelor’s degree from an accredited 4-year college with major studies in Information Technologies or a related field.
• 2-4 years of experience working in a change management or quality assurance environment.
• Knowledge of System Development Life Cycle (SDLC) and Application Lifecycle Management (ALM), specifically pertaining to Change Control/Change Management and testing and automation.
• Understanding of software turnover procedures and documentation.
• Knowledge of establishing test environments and test cases to include establishing data points, security, authority, configuration management, manual and automated testing.
• Ability to write detailed installation and back out plans.
• Ability to validate test results and system operational integrity.
• Knowledge of database structure and the use of SQL query tools.
• Recovery management skills, ability to offer sound technical advice during error recovery with operations and third-party vendors.
• Ability to diagnose problems based on analysis and prior experience.
• Knowledge of disaster recovery /contingency planning.
• Effective communication skills.
A comparable amount of training and experience may be substituted for the minimum qualifications.
